Hereby applies for a two-year exemption and, to the extent necessary, a designation in order to engage in scheduled foreign air transportation of persons, property and mail from a point or points in the United States to a point or points in Japan. US Airways plans to serve Japan from the United States pursuant to its codeshare agreement with United Air Lines.
US Airways plans to codeshare on scheduled United services between the United States and Japan. Initially, US Airways plans to codeshare on United services between Chicago, Los Angeles, Seattle, San Francisco, New York (JFK), and Honolulu, on the one hand, and Tokyo (NRT), on the other hand. In addition, US Airways plans to codeshare on United services between San Francisco and Osaka (KIX). US Airways may, in the future, codeshare on other U.S.-Japan services by United as opportunities present themselves, subject to limitations in the U.S.-Japan agreement and the 1998 MOU. Accordingly, US Airways seeks broad "all points" authority in order to obviate the need to file another application (requiring additional time and Department resources) in the future should additional U.S.-Japan codeshare services be warranted. The United States-Japan Air Services Agreement, including the 1998 MOU, governs aviation relations between the United States and Japan.

Exemption for two years under 49 U.S.C. 40109 to provide the following service: Scheduled foreign air transportation of persons, property, and mail between a point or points in the United States and a point or points in Japan. US Airways intends to operate this service pursuant to a code-share arrangement with United Air Lines.

Application to Amend an Exemption
Hereby applies for an exemption and, to the extent necessary, a designation in order to engage in scheduled foreign air transportation of persons, property and mail between a point or points in the United States, on the one hand, and a point or points in Japan, and points beyond, on the other. US Airways already has U.S.-Japan authority, but it seeks herein to amend that authority to encompass beyond Japan authority as well. US Airways also seeks route integration authority to combine this exemption authority with US Airways' other authorities.
US Airways plans to serve Singapore and Thailand from the United States via Tokyo, Japan, pursuant to its code-share agreement with United Air Lines. US Airways is today filing applications for U.S.-Thailand and U.S.-Singapore authority in a separate docket.

Application for Renewal of an Exemption
US Airways applies for renewal of (i) its exemption authority to engage in scheduled foreign air transportation of persons, property and mail between a point or points in the United States, on the one hand, and a point or points in Japan, and points beyond, on the other, and (ii) the corresponding route integration authority.
US Airways currently provides scheduled air service between the United States and Japan, and points beyond, pursuant to a code-share relationship with United Air Lines. (See also Notice of Action Taken, January 29, 2004, Docket OST-2003-16569).
