By this application, Aeromexico seeks an exemption to engage in scheduled foreign air transportation of persons, property and mail (1) between Mexico City, Mexico, and the co-terminals Ontario and San Francisco, California, and (2) between Guadalajara, Mexico, and San Francisco, California. Aeromexico proposes to offer nonstop service five times a week in each of the three markets with MD-80 Series or other appropriate aircraft. Aeromexico's proposed service will provide travelers with first nonstop competition in the Mexico City-San Francisco and Guadalajara-San Francisco markets and first nonstop service in the Mexico City-Ontario market. Consequently, the proposed service clearly will provide benefits for U.S.-Mexico passengers and shippers.

By this application, Aeromexico seeks renewal of its exemption authority to provide service between Mexico City Mexico, and the coterminal points Ontario and San Francisco, California and between Guadalajara, Mexico and San Francisco, California. Currently Aeromexico is offering multiple weekly flights in the Guadalajara-San Francisco market via its code share arrangement with Compania Mexicana de Aviacion, S.A. de C.V., and it desires to renew the authority for an additional year. Aeromexico is serving the Mexico City-Ontario market on a one-stop basis, but expects to operate nonstop service when warranted by traffic levels, and, therefore, requests that the authority be renewed. Although Aeromexico is not serving the Mexico City-San Francisco market, it desires to renew the authority so that service may be provided when traffic increases.

Request for Route Redesignation
By Notices of Action Taken, dated October 12, 2005, in OST-2002-14070 and OST-2003-15252, and Notice of Action Taken dated November 9, 2006, in OST-2004-19436, the Department granted Aerovias de Mexico, S.A. de C.V. exemption authority to operate respectively between Guadalajara, Mexico, and San Francisco, California; Mexico City, Mexico and Fort Lauderdale, Florida, and Mexico City, Mexico, and Washington, D.C. In February 2006, Aeromexico's bilateral designation for these three routes was canceled by the Dirrecion General de Aeronautica Civil, which rendered Aeromexico's exemption authority inactive. In order to reactivate the exemption authority, I am attaching a copy of an internal communication dated August 1, 2006, from the DGAC to the Secretaria de Relaciones Exteriores requesting that Aeromexico be designated anew for the three routes.

By this application, Aeromexico seeks renewal of its exemption authority to provide service between Guadalajara, Mexico and San Francisco, California, which was last renewed by Notice of Action Taken, dated October 12, 2005, and will expire on October 12, 2006. Although Aeromexico is not serving the Mexico City-San Francisco market, it has served the route in the past and it desires to renew the authority so that service may be resumed when warranted by traffic levels.
It also granted exemption authority between Mexico City, Mexico, on the one hand, and Ontario and San Francisco, California, on the other, but Aeromexico does not seek to renew this authority.

By Notice of Action Taken dated February 13, 2007, in the above-referenced docket, the Department granted exemption authority to Aerovias de Mexico, S.A. de C.V. to engage in foreign air transportation between Guadalajara, Mexico, and San Francisco, California. The exemption is to expire on February 13, 2008. Please be advised that Aeromexico does not intend to seek renewal of this exemption authority.
