ACES proposes to begin on December 11 2002 the operation of a daily roundtrip flight in scheduled nonstop service between Bogotá and Ft. Lauderdale. As explained below, ACES requests this limited authority on an extra-bilateral basis. ACES requests that this authorization be granted as expeditiously as possible in light of the planned December 11, 2002 start date and that it extend for a two year period. ACES does not request an increase in the limit on frequencies operated by Colombian carriers agreed between the governments of Colombia and the United States. The proposed single daily roundtrip flight will fit within the agreed capacity level and ACES assumes that the frequency will be counted for purposes of maintaining compliance thereto.
Ft. Lauderdale is not a named terminal point in the Air Transport Agreement and, therefore, ACES seeks this authority on an extra-bilateral basis. Service to the Ft. Lauderdale through the Ft. Lauderdale-Hollywood International Airport will provide the first direct and convenient service to a significant number of passengers traveling between Bogota and South Florida whose origin or destination is closer to the Ft. Lauderdale Airport than to the Miami airport.
ACES holds authority to operate between Bogota and Miami under its foreign air carrier permit and the Air Transport Agreement between Colombia and the United States. as amended. and has operated service on that route for ten years.

FLL's future growth relies heavily on the international market, particularly Latin and South America. Broward County and the Greater Fort Lauderdale area have a rapidly growing Hispanic population. Since the Colombian population is one of the largest Hispanic groups in Broward County, this service would supplement service offered by Miami and would provide local residents with the opportunity for air travel closer to and from their points of origin.

Application for Renewal of Exemption Authority
Hereby applies to renew it exemption authority to conduct scheduled foreign air transportation of persons, property and mail between Bogota, Colombia and Ft. Lauderdale, Florida. The Department granted ACES this authority on October 31, 2002 effective for one year. As described in the application of Avianca for the same authority, ACES' joint venture partner in the Summa Alliance, the carriers now plan that Avianca will operate the service with its aircraft and crews.
