Scheduled foreign air transportation of persons, property, and mail between (1) the terminal point Memphis, Tennessee, and the terminal point Mexico City, Mexico; (2) the terminal point Memphis, Tennessee, and the terminal point Puerto Vallarta, Mexico; and (3) the terminal point Detroit, Michigan, and the terminal point Cozumel, Mexico, as well as integration authority to combine this exemption authority with Northwest's other exemption and certificate authority. Northwest proposes to serve the Memphis-Puerto Vallarta and Detroit-Cozumel markets on a seasonal basis, and the Memphis-Mexico City market on a year-round basis.

Application for Renewal of an Exemption

Northwest seeks renewal of its exemption to engage in scheduled foreign air transportation of persons, property and mail between Detroit and Cozumel. Northwest was awarded this authority by Notice of Action Taken dated November 5, 2002, and its authority will expire November 5, 2004.

Northwest is not seeking renewal of its authority between Memphis and Puerto Vallarta/Mexico City.

Northwest’s seasonal Detroit-Cozumel service provides significant benefits to travelers and shippers and is clearly in the public interest. Approval of Northwest’s renewal application will continue to enable Northwest to maintain effective network competition among U.S. carriers serving Mexico and ensure that Northwest continues to provide significant competition for foreign flag carriers offering U.S.-Mexico service.

Application for Renewal of Exemptions

Northwest hereby requests renewal of its exemptions authorizing Northwest to provide scheduled foreign air transportation of persons, property and mail on the following U.S.-Mexico Routes:

Northwest requests renewal of its exemptions for a period of at least two years.

Northwest operates seasonal winter service on each of these routes using A-320 aircraft configured with 148 passengers seats. Northwest plans to resume these services during the winter season.

Northwest reserves the right to use other suitable aircraft from its fleet, as warranted by market conditions.

The exemption services are operated either by Northwest, or its codeshare partners Delta, Continental or ExpressJet. Northwest requests renewal of these exemptions for a period of at least two years.
