Regional is a French regional carrier wholly-owned (100%) by Air France that operates as an "Air France Partner" carrier, and now seeks to engage in codeshare operations with Delta on certain Paris-intra European segments connecting with Delta international services. As relevant to this Application, Regional acts as a regional feeder carrier for Air France at Pans (CDG). Additionally, Regional operates its own flights throughout Europe, serving some 47 points with a fleet consisting of 63 turboprop and regional jet aircraft. Regional is licensed by the French Aviation Authorities and is duly qualified to perform codeshare services with Delta. Moreover, proposed codeshare services are consistent with the U.S.-France Open Skies Agreement. Under these circumstances, Joint Applicants submit that approval of this application would be consistent with established Department policies.

Application for Renewal of Exemption Authority

Regional has continued to operate its intra‑European flights as an "Air France Partner" on behalf of Air France, and to list the Delta Air Lines' designator code on its flights since this exemption authority was granted in November 2002.
