CityJet is an Irish regional carrier wholly-owned (100%) by Air France that operates as an "Air France Partner" carrier, and now seeks to engage in codeshare operations with Delta on certain Paris-intra European segments connecting with Delta international services. As relevant to this Application, CityJet acts as a regional feeder carrier for Air France at Paris (CDG). Additionally, CityJet operates its own flights throughout Europe, serving eight points with a fleet consisting of 11 regional jet aircraft. CityJet is licensed by the Irish Aviation Authorities and is duly qualified to perfoun codeshare services with Delta. Moreover, CityJet's proposed codeshare services are consistent with the U.S.-Ireland Air Transport Services Agreement and the U.S.-France Open Skies Agreement. Under these circumstances, Joint Applicants submit that approval of this application would be consistent with established Department policies.

Application for Renewal of Exemption Authority

On December 22, 2003, City Jet was granted renewal of its exemption authority for one year to display the airline designator code of Delta Air Lines on intra-European city-pair segments on which City Jet operates flights for Air France as an "Air France Partner." That authority is set to expire December 22, 2004. See NOAT dated December 22, 2003. The Department had previously granted City Jet a blanket statement of authorization of indefinite duration to display Delta Air Lines' designator code on the intra-European flights that it operates for Air France
