Continental seeks authority to provide scheduled foreign air transportation of persons, property and mail on Northwest’s seasonal flights between Detroit and Nassau beginning December 18, 2002, between Memphis and Grand Cayman on October 27, 2002, and between Memphis and Puerto Vallarta on February 1, 2003. Continental asks that the Department grant it exemption authority on an expedited basis to enable Continental to seek foreign authority and engage in advance sales and marketing activities.

Scheduled foreign air transportation of persons, property, and mail between (1) Detroit, Michigan, and Nassau, The Bahamas; (2) Memphis, Tennessee, and Grand Cayman, Cayman Islands; and (3) Memphis, Tennessee, and Puerto Vallarta, Mexico, as well as integration authority to combine this exemption authority with Continental's other exemption and certificate authority. Continental intends to provide these services pursuant to a code-share arrangement with Northwest, whereby Continental will place its "CO" code on Northwest's seasonal flights in each of the subject markets listed.

Continental seeks renewed authority to provide scheduled foreign air transportation of persons, property and mail on Northwest's seasonal flights between Detroit and Nassau and between Memphis and Grand Cayman. Continental is not seeking renewal of its authority between Memphis and Puerto Vallarta, Mexico since Northwest is not currently providing service on that route.

Continental's exemption authority for Detroit and Nassau, Bahamas service was originally granted by Notice of Action Taken issued October 29, 2002 in this docket and most recently renewed by Notice of Action Taken issued October 22, 2004 in this docket. If not renewed, Continental's authority will expire on October 22, 2006.
Continental is not seeking renewal of its authority between Memphis and Grand Cayman since Northwest is not currently providing service on that route. Since Continental has been awarded a blanket route integration certificate by Order 2006-1-1, it does not require renewal of the route integration authority in this exemption.
