United currently does not operate any daily nonstop service between the United States and Korea, but does operate one-stop services between various U.S. points and Seoul (Inchon), By placing its code on Asiana's daily nonstop flights between Seoul (Inchon) and Los Angeles, San Francisco, New York (JFK) and Seattle, United will be able to expand its U.S.-Korea services to include nonstop as well as one-stop services. In addition, by code sharing with Asiana, United will be able to hold out a greater range of services to other Korean and Asian points beyond Seoul, Asiana, meanwhile, will be able to hold out service on a code-share basis on United's U.S.-Korea services referenced above, as well as to points in the United States and third countries served by United intermediate to or beyond Asiana's U.S. gateways.

Further to the Department's request, enclosed are unredacted copies of pages 2, 3 and 7 of the Code Share and Regulatory Cooperation Agreement, which United Air Lines, Inc. and Asiana Airlines submitted in redacted form as Appendix A to their Joint Application dated September 9, 2002 in the above-referenced docket. The only redactions made to Attachments I and 2 to the Agreement were to remove the carriers' confidential emergency contact phone numbers and those of individual employees of United and Asiana. A copy of this letter and enclosures has been sent to each individual listed on the attached service list.

Pursuant to the Department's approval of a blanket Statement of Authorization granted to United Air Lines, Inc. and Asiana Airlines on December 19, 2002, United and Asian a hereby notify the Department that Asiana' s "OZ" designator code will be placed on flights operated by United between: Seoul, South Korea (ICN) and Los Angeles (LAX) via Tokyo, Japan (NRT)
The use of Tokyo as an intermediate point will be on a blind sector basis and the proposed code-share services are consistent with applicable bilateral agreements. United and Asiana plan to implement these services on or after October 5, 2003.

United and Asiana hereby notify the Department that United's "UA" designator code will be placed on flights operated by Asiana, on a blind sector basis, between: Seoul, South Korea (ICN) and Saipan (SPN). The proposed code-share services are consistent with applicable bilateral agreements. United and Asiana plan to implement these services on or after September 12, 2004.
Earlier this year, United approached Asiana to ask to place its "UN' code on Asiana operations between Seoul and Hong Kong and Seoul and Saipan. On June 10, 2004, United and Asiana filed a Notice to DOT for the Seoul-Hong Kong traffic. At that time Asiana asked that notice of the Seoul-Saipan codeshare service be postponed until Asiana and United could develop procedures to ensure compliance with Consent Order 2002-10-30. Asiana has assiduously complied with the Consent Order and endeavors to ensure that neither Asiana nor any travel agent or third party will sell or offer transportation that could be regarded as cabotage. Asiana has taken a number of steps to ensure that it will not, directly or indirectly, knowingly or unwittingly, conduct cabotage or hold out cabotage service to the public.

Pursuant to the blanket Statements of Authorization the Department has granted to United Air Lines and its foreign code-share partners Air Canada (June 12, 1998, Undocketed), All Nippon Airways Co. Ltd. (August 7, 1998, Undocketed), Asiana Airlines (December 19, 2002, Docket OST-2002-13320), Austrian Airlines, Osteneichische Luftverkehrs AG (March 13, 2000, Docket OST-2000-6803), British Midland Airways Limited (December 3, 2003, Docket OST-2003-15758), Deutsche Lufthansa AG (April 9, 1998, Undocketed), Qatar Airways, Q.C.S.C. (July 19, 2007, Docket OST-2007-28628), Scandinavian Airlines System (May 24, 1999, Docket OST-1999-5251), TACA International Airlines, S.A., and Lineas Aereas Costarricenses S.A. (May 18, 2006, Docket OST-2006-24078), United hereby notifies the Department that United will display the designator codes of these foreign carrier partners on United's flights between and among the cities listed in Exhibit A hereto.
United and its foreign code‑share partners have previously filed most of the cities referenced in Exhibit A with the Department in the above‑referenced proceedings. Since the purpose of this notice is to update the list previously provided to the Department, the entire list is being refilled for ease of reference. To the extent that any of the cities included in this notice have not been previously noticed to the Department, code‑share service to those cities will not be implemented for a period of 30 days following the filing date of this notice.

We are in receipt of five 30-Day Notices from United each dated January 17, 2008, notifying the Department of the carrier's proposed expanded code-share services involving (1) United and various foreign carriers; (2) United's affiliate, Mesa Airlines, Inc., and various foreign carriers; (3) United's affiliate, GoJet Airlines, LLC, and various foreign carriers; (4) United's affiliate, Shuttle America Corporation, and various foreign carriers; and (5) United's affiliate, Sky West Airlines, Inc., and various foreign carriers.
We have reviewed the services proposed and have no objection to the Notices. In this regard, however, we note that no services that become newly available under the first phase U.S.-EU Air Transport Agreement can be implemented before March 30, 2008.
