Resolution 300 (Baggage Allowance Weight System) which does not apply to/from the United States, and Resolution 301 (Baggage Allowance Piece System) which does apply to/from the United States, establish free baggage allowances for checked and carry-on items. The agreement would revalidate them to March 31, 2005, with some amendments. Resolution 300 would be amended to apply existing IATA provisions for construction of unpublished fares when necessary to determine baggage charges between foreign points, and would exclude surfboarding and windsurfing equipment from the free baggage allowance. Resolution 301 would be amended to remove the current exclusion of Western Africa from the piece baggage system which IATA has adopted for general application to/from the United States.

Docket OST-2001-10757 - The agreement would amend Resolution 092 (Student Fares) to standardize the student discount in most markets at 25 percent off the normal economy fare, and would amend PTA fees (Resolution 210) to reflect changing currency values.

Docket OST-2002-13314 - The agreement would amend resolutions establishing children's and infants' fares to reflect predominant industry practice, and would amend resolutions governing non-U.S. add-ons and group fares for ships' crews in non-U.S. markets. Resolution 024e (Rules for Payment of Local Currency Fares) would be amended to delete provisions on currency conversion in Venezuela that the Department had previously disapproved.

Docket OST‑2004‑18918 - The agreement would amend a number of resolutions to make it clear that transportation of unaccompanied infants is permitted only if prior arrangements have been made with the transporting carrier(s), and that the charge will be 100 percent of the applicable adult fare. The agreement would also amend rules for construction of fares to/from interior points in Pakistan, and from Brazil to points outside South America; would clarify currency rules for stopover and transfer charges; and would amend local currency amounts of PTA charges. All of the changes appear to be consistent with our substantive policies and concerns, and will be approved.
