Hereby applies for a two-year exemption to provide scheduled foreign air transportation of persons, property and mail between, :Minneapolis/St. Paul and the following points in Mexico: Cancun; Cozumel; Puerto Vallarta; Mazatlan; Ixtapa/Zihuatanejo; and Manzanillo, and between Dallas/Fort Worth and CLN, CZM and PVR. Sun Country plans to begin scheduled service from MSP to CU'N, PVR and MZT on December 20, 2002: MSP to, CZIJ and ZIH on December 21, 2002; and MSP to ZLO on January 21, 2003. Sun Country plans to begin scheduled service from DFW to CUN on October 17, 2002; MSP to CZM on October 18, 2002, and PVR on December 18, 2002. Sun Country requests route integration authority enabling it to integrate services provided on other routes or under various certificate authorities held by Sun Country.

Exemption for two years under 49 U.S.C. 40109 to provide the following service: Scheduled foreign air transportation of persons, property, and mail between Minneapolis/St. Paul, Minnesota, on the one hand, and Cancun, Cozumel, Puerto Vallarta, Mazatlan, Ixtapa/Zihuatanejo, and Manzanillo, Mexico, on the other hand; and between Dallas/Ft. Worth, Texas, on the one hand, and Cancun, Cozumel, and Puerto Vallarta, Mexico, on the other hand. Sun Country also requests authority to integrate this service with other exemption and certificate authorities held by Sun Country. Sun Country states that it will provide seasonal services in all of the subject markets.

Application for Renewal of Exemption
Hereby applies for a renewal of a two-year exemption previously granted by the Department in order to provide scheduled foreign air transportation of persons, property and mail between Minneapolis/St Paul (MSP) and the following points in Mexico: Cancun (CLJN); Cozumel (CZM); Puerto Vallarta (PVR); Mazatlan (MZT); Manzanillo (ZLO) and Ixtapa/Zihuatanejo (ZIH), and between Dallas/Ft. Worth (DFW) and Cancun (CUN).
Sun Country plans to commence once weekly seasonal service in the MSP‑ZIH market in January through April of 2005, according to the attached schedule. Sun Country will provide this new service utilizing Boeing 737‑800 aircraft, with either 168 or 184 seats. All Sun Country Airlines service to Mexico currently utilizes that aircraft. Because MSPZIH service is now dormant, Sun Country requests that the Department reactivate that exemption authority, in addition to granting the renewal of the subject exemption.
In its Notice of Action Taken-Docket OST-2002-12211, the Department granted Sun Country a two-year exemption to operate the above referenced service. The exemption is effective through May 30, 2004. Sun Country is currently providing scheduled seasonal service in all of the above referenced markets, with the exception of MSP-ZIH, for which exemption authority is currently dormant. (See Attached Service Schedule). Pursuant to the Department's Notice of Action Taken, Sun Country also holds exemption authority in the DFW-CZM and DFW-PVR markets, both of which are currently dormant. Sun Country has no firm plans at this time to commence service in those markets, and does not, therefore, include those city-pairs in this Application for Renewal.

Application for Renewal of Exemption
Sun Country hereby applies for a renewal of two-year exemptions previously granted by the Department in order to provide scheduled foreign air transportation of persons, property and mail on the U.S.-Mexico routes identified in Exhibit A.
This renewal application encompasses multiple docketed exemptions that Sun Country relies on to provide non-stop U.S.-Mexico services. The exemptions in the captioned dockets all have renewal application deadlines within the next year. Sun Country requests that the exemptions be renewed with a common expiration date, and that the exemptions be consolidated into one docket for administrative convenience.

Application for Renewal of Exemptions
MN Airlines, LLC d/b/a Sun Country Airlines hereby applies for a renewal of the two-year exemptions previously granted by the Department in order to provide scheduled foreign air transportation of persons, property and mail on the U.S. Mexico routes identified in Exhibit A. Sun Country requests that the Department grant the exemptions effective immediately to permit Sun Country to continue to engage in necessary advance marketing and sales activities in these international markets.
All Sun Country service to Mexico is provided using Boeing 737-800 aircraft. Some of the aircraft have a total of 174 seats and some have a total of 162 seats each with 12 first class seats included.
Note this Application for Renewal does not include a renewal of the exemption to serve the Minneapolis-Acapulco, Mexico route (Docket OST-2004-17758), because that route is now dormant.

Sun Country has advised that it is not renewing its authority to serve the Minneapolis/St. Paul-Acapulco market, as that authority is now dormant.
Sun Country filed a consolidated application for renewal of this authority, citing Dockets OST-2002-12211, OST-2005-21422, and OST-2005-20921. However, by Notice of Action Taken dated June 2, 2006, we granted, among other things, the carrier’s request to consolidate these dockets so that the carrier could file for future renewals in one docket Docket OST-2002-12211.
