On April 1, 2002, L.A.B. filed a 90-day notice of its intent to suspend service at Excursion Inlet. L.A.B. is the only carrier serving the community, and currently provides three round trips a week to Juneau with 10-seat Piper aircraft. Excursion Inlet's essential air service guarantee, as defined by Order 80-1-167, consists of three round trips per week during peak season and one round trip per week during the off-peak to Juneau with up to two intermediate stops and 10-seat or fewer aircraft. In calendar year 2001, Excursion Inlet generated a total of 634 O&D passengers. This represents a significant drop from calendar year 2000, when the community generated a total of 1,405 O&D passengers. In addition, the community generated significant cargo and mail volumes.
We request that any carriers interested in providing essential air service at Excursion Inlet file proposals within 20 days of the date of service date of this order. We ask that carriers submit proposals consistent with the community's EAS determination. In addition, proposals should provide sufficient capacity to accommodate historical levels of traffic, especially on the Juneau to Excursion Inlet segment because of directional imbalance of traffic.' Specifically, we request proposals for three round trips a week during the peak season and one round trip per week during off-peak between Excursion Inlet and Juneau using small aircraft. If larger aircraft are proposed, reduced frequencies might be able to accommodate historical traffic. Of course, as always, we will formally solicit the community's views on any service options we receive before making a long-term carrier selection decision. In order to assist carriers in making their traffic and revenue forecasts, we have included historical traffic data, including mail and cargo data, in Appendix A.

By Order 2002-7-4, July 2, 2002, the Department prohibited the carrier from suspending service at the communities for an initial 30-day period, through July 31, 2002, and requested proposals, with subsidy if necessary, from carriers interested in providing replacement service.
Since we have not received any proposals, this case will not be completed before the end of the current hold-in period, and as required by 49 U.S.C. 41734, we must continue to hold L.A.B. in for an additional 30-day period.

Order Selecting Carrier and Establishing Subsidy Rate
The Department selects L.A.B. Flying Service, Inc. (LAB), to provide subsidized essential air service at Excursion Inlet, Alaska, at an annual subsidy rate of $4,244 for a two-year rate term beginning September 1, 2003, through August 31, 2005. This rate also serves as a past-period rate retroactive to July 1, 2002.
After a thorough review of the proposal and LAB's service history, we have decided to select the carrier to continue to provide essential air service at Excursion Inlet. The proposed rate appears reasonable for the service at issue and the carrier's performance continues to be satisfactory. In addition, we have informally contacted the Alaska Department of Transportation & Public Facilities, which supports our decision. The state emphasized the importance of essential air service support to these communities, as well as to other isolated communities within the state, as their only access to the national air transportation system is via subsidized air service.

Carriers are also welcome to propose more than one option, if they choose; they need not limit themselves to those requirements if they envision other, potentially more attractive service possibilities - different hubs, for example - with subsidy requirements that remain competitive.

Proposal of L.A.B. Flying Service
LAB proposes herein to provide one roundtrip per week during a 36 week off-peak period, and up to three round trips per week (plus extra sections as supported by traffic) during a 16 week period. This proposal assumes that all historic traffic was carried without use of extra sections. In Proposal A, LAB will provide the single round trip per week during the work week in conjunction with the views of the community, as it has done in the past. The difference is that the off-peak season will last 36 weeks instead of 26 weeks and will be provided with the Helio H-250 Courier. In Proposal A, the 16 week peak period service would be operated on three normal work days with mail collected for transport to destination for each flight. To the extent that this summer pattern is no longer profitable, a small increase in subsidy need compared to winter only service is necessary.
Proposal B is identical to Proposal A during the 36 week off-season period. During the 16 week peak period only two of the required three flights would be operated during the normal work week, and one flight would operate on a day when the Post Office at Excursion Inlet is closed. The most significant downside risk LAB faces is when there is no passenger or freight traffic, and only a few pounds of mail. If operating flights without mail when there are also no passengers or freight can be avoided, then LAB’s losses could be reduced. If one of the three weekly peak season flights could be operated on a day without mail tender, LAB is willing to operate the 16 weeks peak season service without subsidy.

Re: Request for Community Comments
As you may know, by Order 2007-5-10, issued May 17, 2007, the Department solicited proposals from all air carriers interested in providing essential air service at the community in anticipation of the end of L.A.B. Flying Service's current contract on August 31, 2007. In response to that order, the incumbent was the only carrier to submit a proposal.
The carrier offers two options in its proposal. Option A proposes to operate three round trips per week during the work week throughout the 16-week peak season (Jun-Sep), with mail transport on each flight for an annual subsidy of $10,323, and one round trip each week during the 36-week off-peak season (Oct-May), at an annual subsidy rate of $22,564, for a grand total of $32,887.
Option B is identical to Option A for the 36-week off-peak season, i.e., one round trip a week. For the 16-week peak season, the carrier also proposes to operate three round trips per week. However, unlike in Option A when all three round trips would be operated on weekdays, i.e., when the Post Office is open, under this option, one of the weekly round trips would be operated on Saturday or Sunday when the Post Office is closed, L.A.B. would provide this peak-season service subsidy free
