I am enclosing for review by the Department of Transportation one original and eight copies of Twinjet Aircraft Sales Ltd.'s application for authority to conduct commercial operations to and from the United States. Twinjet is a U.K. Carrier and has prepared its application to take advantage of the treaties between the United States and United Kingdom.

Twinjet, a limited company organized under the laws of England and Wales, operates two corporate jets, a 34-seat Airbus A319CJ and a 9-seat Challenger CL604. Pursuant to an Operating License issued by the United Kingdom Civil Aviation Authority, Twinjet uses these aircraft to provide executive charter services between destinations worldwide.  Twinjet seeks authorization to provide ad hoc charter foreign air transportation of passengers (and their accompanying baggage) and cargo, as follows: between any point or points in the United Kingdom and any point or points in the United States; between any point or points in the United States and any point or points in a third country or countries; and on any other charter flights authorized pursuant to Part 212 of the Department's rules.

OST-95-746  Eurowings Luftverkehrs AG, filed October 12, 1999. Renew exemption from 49 U.S.C. 41301 and statement of authorization under 14 CFR 212 to conduct code-share operations with Northwest Airlines, Inc., and KLM Royal Dutch Airlines over the Amsterdam-Germany segments of Northwest's and KLM's U.S.-Amsterdam-Germany scheduled flights. By letter dated November 4, 2002, the applicant informed the Department that the code-share agreement has been terminated. 

OST-98-4459  Eurowings Luftverkehrs AG, filed October 12, 1999. Renew exemption from 49 U.S.C. 41301 and statement of authorization under 14 CFR 212 to conduct code-share operations with Northwest Airlines, Inc., over the Frankfurt-Berlin segments of Northwest's and KLM's U.S.­Amsterdam-Germany scheduled flights. By letter dated November 4, 2002, the applicant informed the Department that the code-share agreement has been terminated. 

OST-2002-11997 Twinjet Aircraft Sales Ltd., filed March 28, 2002. Exemption from 49 U.S.C. 41301 to conduct charter foreign air transportation between the United Kingdom and the United States. By letter dated June 20, 2002, the applicant withdrew its application in this docket and informed the Department that it had filed replacement applications in Dockets OST-2002-12274 and OST­2002-12275. 

OST-2001-9879   Philippine Airlines, filed June 8, 2001. Exemption from 49 U.S.C. 41301 to conduct foreign air transportation between the United States and Ho Chi Minh City, Vietnam, via Manila. On June 21, 2001, the applicant withdrew its application.
