Certificate - Amendment of Route 561

Continental asks that the following additional segments be added to Continental's Route 561: Between the terminal point New York/Newark and the terminal points Acapulco, Puerto Vallarta and San Jose del Cabo, Mexico. (Exemption authority most recently granted by Notice of Action Taken, June 5, 2000, in Docket OST-007448) Between the terminal point Houston and the terminal point Mazatlan, Mexico. (Exemption authority most recently granted by Notice of Action Taken, February 21, 2002, in Docket OST-96-1368)

The additional authority requested by this amendment is fully consistent with the U.S.-Mexico bilateral aviation agreement, as amended, and amendment of Continental's Route 561 certificate authority is in the public interest. Amendment of Continental's Route 561 certificate authority to include Continental's currently-held U.S.-Mexico exemption authority will reduce the administrative burden on both the Department and Continental by eliminating the need for frequent exemption renewal applications. Moreover, the Department has, in the past, amended the U.S.-Mexico certificates of Continental and other carriers to incorporate U.S.-Mexico exemption authority. See e.g., Order 00-5-31) Continental will provide the U.S.-Mexico service covered by this application for a certificate amendment on a seasonal basis with its own aircraft.
