Northwest seeks the authority requested so that it can provide scheduled foreign air transportation of persons, property and mail on Alaska's U.S.-Mexico flights commencing in July 2001. Alaska already holds underlying authority from the Department to serve each of the U.S.-Mexico markets identified in this application.   Northwest plans to operate daily service in the (i) Seattle- San Jose del Cabo/Puerto Vallarta/Mazatlan; (ii) San Francisco- Zihuatanejo; and (iii) Los Angeles- Manzanillo/Zihuatanejo markets pursuant to a codeshare arrangement with Alaska. Under the two carriers' codeshare agreement Northwest will place its two-letter designator code on flights operated by Alaska in the transborder markets identified in this application. Service will be offered on a seasonal basis in the Seattle-San Jose del Cabo/Puerto Vallarta/Mazatlan markets. Service in the other markets will operate year-round.

Pursuant to 49 U.S.C. § 40109 and Subpart C of the Rules of Practice of the Department of Transportation, Northwest Airlines, Inc. hereby requests renewal of its exemption from 49 U.S.C. § 41101 authorizing Northwest to provide scheduled foreign air transportation of persons, property and mail between Seattle and San Jose del Cabo/Puerto Vallarta/Mazatlan, San Francisco and Zihuatanejo, and Los Angeles and Manzanillo/Zihuatanejo, Mexico.  Northwest requests that its exemption be renewed for a two year period, or until 90 days after final Department action on Northwest’s certificate application pending in Docket OST-01-9828, whichever occurs earlier.

Northwest states that it uses the exemption authority by placing its airline designator code on flights operated by Alaska Airlines, Inc., in the subject markets.
