ESTAFETA is applying for cargo charter authority between the United States and Mexico. The governments of these countries have established a liberal charter authority regime for carriers of each country. Estafeta has been awarded economic and operating authority by its home country to engage in these charters. Estafeta will use B737 freighters for this service. Estafeta leases its aircraft and operates them with its own crews. The carrier began Mexico domestic operations in November 2000.

The likely U.S. points which ESTAFETA will serve are: Los Angeles, San Francisco, Seattle, Phoenix, Denver, DFW, San Antonio, Houston, St. Louis, Chicago, Minneapolis, Detroit, Atlanta, Washington Dulles, New York JFK, Orlando and Miami. Such flights would depart or enter Mexico at: San Luis Potosi, Tijuana, CJS, MID, Mexico City, Guadalajara, and Monterrey. These are just the anticipated likely origin/ destination points for the carrier. Any U.S. airport with appropriate customs facilities might also receive this on-demand service.

As of May 31, 2002, Estafeta had operated 149 flights on a Merida - Miami - Merida routing. Estafeta carried 1,165,303 kg of cargo. Estafeta expects in the third quarter of 2002 to operate cargo charters in the Guadalajara - Dallas/Ft. Worth market. Estafeta estimates it would operate 3-4 roundtrips per week in this market. Estafeta may also operate to New Orleans, Los Angeles or San Francisco in the next 12-18 months.

Application for Renewal of its Temporary Exemption
Estafeta will use B737 freighters for this service. Estafeta leases its aircraft and operates them with its own crews. The carrier began Mexico domestic operations in November 2000. It began U.S. operations in January 2002.
The likely U.S. points which ESTAFETA will serve are: Los Angeles, San Francisco, Seattle, Phoenix, Denver, DFW, San Antonio, Houston, St. Louis, Chicago, Minneapolis, Detroit, Atlanta, Washington Dulles, New York JFK, Orlando and Miami. Such flights would depart or enter Mexico at: Merida, San Luis Potosi, Tijuana, CJS, Mexico City, Guadalajara, and Monterrey.
As of June 30, 2003, Estafeta had operated 466 one-way flights on a Merida - Miami - Merida routing and 98 one-way flights - between Guadalajara and Dallas. Estafeta carried 4,740.9 tons of cargo. Estafeta expects to operate, between August 1, 2003 - July, 2004, 528 one-way flights between Miami and Merida and 274 one-way flights between Dallas/Ft. Worth and Guadalajara. Estafeta may also operate to other U.S. cities.

Estafeta has been awarded economic and operating authority by its home country to engage in these charters. Estafeta will use B737 freighters for this service. Estafeta leases its aircraft and operates them with its own crews. The carrier began Mexico domestic operations in November 2000. ESTAFETA began service to the United States in January 2002.
The likely U.S. points which ESTAFETA will serve on cargo charters are: Los Angeles, San Francisco, Seattle, Phoenix, Denver, DFW, San Antonio, Houston, St. Louis, Chicago, Minneapolis, Detroit, Atlanta, Washington Dulles, New York JFK, Orlando and Miami. ESTAFETA submits this application for the renewal of the all-cargo service exemption issued on October 13, 2005, (Notice of Action taken--Docket OST-2001-8630) authorizing ESTAFETA to engage in the cargo charter transportation of property between points in Mexico, on the one hand, and points in the United States, on the other, for a period of one year; and scheduled all-cargo services between Chihuahua, Mexico, and Dallas/Ft. Worth, Texas; and Merida, Mexico, and Miami, Florida.
Estafeta is currently operating cargo charters between Cancun, Mexico, and Miami, Florida, four times a week. And once a week, it operates using its scheduled authority between Merida and Miami. It asks the
Department to grant it a temporary exemption while the Department processes this application for renewal.
Estafeta will use B737 freighters for this service. Estafeta leases its aircraft and operates them with its own crews.

The applicant also requests exemption authority to conduct all-cargo charter operations between Mexico and the United States, and other cargo charters in accordance with 14 CFR Part 212.
Estafeta styled its request in the captioned Docket as a renewal request. We note, however, that the applicant's previous authority in this Docket has lapsed. Our action here thus does not in fact constitute a renewal.
The Department is acting on Estafeta's application prior to the expiration of the 15-day answer period with the consent of all parties served.

The likely U.S. points which ESTAFETA will serve on cargo charters are: Los Angeles, San Francisco, Seattle, Phoenix, Denver, DFW, San Antonio, Houston, St. Louis, Chicago, Minneapolis, Detroit, Atlanta, Washington Dulles, New York JFK, Orlando and Miami. Such flights would depart or enter Mexico at: Merida, San Luis Potosi, Cancun, Tijuana, Mexico City, Guadalajara, Chihuahua, and Monterrey. These are just the anticipated likely origin/destination points for the carrier. Any U.S. airport with appropriate customs facilities night also receive this on-demand service. The U.S.-Mexico charter bilateral establishes the comity and reciprocity required for the granting of this exemption (See Order 1999-7-23).
On February 15, 2007, Estafeta was designated by its government to serve the Cancun-Miami all-cargo scheduled service market. Given the good bilateral relations between our two governments and its designation by the Government of Mexico, Estafeta asks the Department to amend its exemption to include scheduled all-cargo service between Miami and Cancun.
