Hereby applies for a two-year exemption from 49 U.S.C. § 41101 to engage in scheduled foreign air transportation of persons, property, and mail between the United States and St. Kitts & Nevis, with services beginning in January 2002.

US Airways is expanding its Caribbean services, thereby bringing the benefits of additional competition, new nonstop service, and additional on-line connecting options for numerous cities in the eastern United States to consumers traveling between the United States and the Caribbean. US Airways' proposed service between the United States and St. Kitts & Nevis will provide a new entrant carrier, new nonstop service, and enhanced competition in that market.

US Airways currently operates jet service to numerous markets in the Caribbean, including Aruba, the Bahamas, Bermuda, Cancun, St. Maarten, Puerto Rico, the U.S. Virgin Islands (St. Thomas and St. Croix), Jamaica, the Cayman Islands, and the Dominican Republic, for a total of 11 destinations. US Airways has recently made a substantial commitment to expand further its Caribbean services. In the near future, for example, US Airways will initiate new Caribbean service to five additional destinations: Antigua, Barbados, Cozumel (Mexico), Freeport (Bahamas), and St. Lucia. As part of its continued Caribbean expansion, US Airways intends to inaugurate, early next year, new nonstop service between its international gateway at Philadelphia and St. Kitts. US Airways also intends to inaugurate new nonstop service early next year between Philadelphia and Grenada. An application for US Airways' proposed Philadelphia-Grenada service is being filed simultaneously with the present application. US Airways would be a new entrant in both the U.S.-St. Kitts & Nevis and the U.S.-Grenada markets.

US Airways plans to operate its scheduled Philadelphia-St. Kitts service on a once-weekly, year-round basis commencing in January 2002. For this service, US Airways plans to utilize Airbus A-319 aircraft, currently in its fleet, with 120 seats configured as 12F/108Y. With respect to its new U.S.-St. Kitts & Nevis service, US Airways initially plans to offer its year-round nonstop Philadelphia-St. Kitts service on a once-weekly basis. US Airways, however, seeks the broad "all-points" authority requested herein to obviate the need for the Department to review multiple applications for this authority and to provide US Airways with the flexibility to commence new services to/from St. Kitts & Nevis as market conditions warrant and aircraft availability permits.

Currently, US Airways provides once weekly nonstop service between Philadelphia and St. Kitts utilizing A-320 aircraft. US Airways, however, seeks to renew its broad "all-points" authority to obviate the need for the Department to review multiple applications for this authority and to provide US Airways with the flexibility to commence new services to/from St. Kitts and Nevis as market conditions warrant.

Application for Renewal of an Exemption

US Airways applies for renewal of its exemption authority to engage in scheduled foreign air transportation of persons, property, and mail between a point or points in the United States and a point or points in St. Kitts and Nevis.

US Airways currently provides scheduled air service between the United States and St. Kills and Nevis on Saturdays using Airbus A319 aircraft. Renewal of US Airways' exemption will greatly serve the public interest by providing substantial competition to other carriers serving St. Kitts and Nevis. US Airways operates these nonstop services from its hubs in Charlotte and Philadelphia, thereby enabling US Airways to offer convenient, on-line connecting service to St. Kitts and Nevis from a large number of communities in the United States.
