Great
Lakes' Salina service is not subsidized. Under the provisions of Department
Order 2000-2-18,
Great
Lakes increased its service between Hays, Kansas and Denver from 12
to
18 round trips per week with upline revenue from Salina passengers providing
additional revenue support for the increase in service at Hays.
Recent
fare initiatives at Wichita, Kansas coupled with reduced business travel in a
weakened Midwest economy, have caused an erosion in average ticket prices at
Salina to the point where the Salina upline revenue in not sufficient to cover
the costs of providing service at Salina.
The proposed service enhancements in the Salina-Kansas City market will more than adequately meet Salina's air service needs and provide continuing access to the national air transportation system.

The City of Salina and the Salina Airport Authority do not object to Great Lakes Aviation's Notice to Terminate scheduled air service at Salina. Salina has been notified that on October 8, 2001 Air Midwest, Inc. will begin to serve Salina with four daily flights from the Salina Municipal Airport to the Kansas City International Airport. Three of the flights will be non-stop service.
With the decision by Air Midwest to upgrade its services at Salina beginning on October 8, 2001, Salina would agree to a termination of Great Lakes flights on October 8, 2001. W e are agreeable on the condition that Great Lakes and United Airlines coordinate with other airlines the re-accommodation of passengers ticketed for travel beyond October 8, 2001 at no penalty to the passenger, or offer a full refund at no penalty if requested.

After careful consideration, we will allow Great Lakes to suspend its service at Salina. Air Midwest continues to provide scheduled service to Salina's designated hub of Kansas City, and in fact plans to increase service to a level that easily meets Salina's essential air service determination in early October, shortly before the end of Great Lakes' 90-day notice period. In view of Air Midwest's plans, the Salina community is amenable to Great Lakes' departure. We will therefore allow Great Lakes to suspend service at Salina as of October 9, 2001, which marks the end of the 90-day period, or on the day that Air Midwest implements its increased service to Kansas City, whichever is first.
Before Great Lakes suspends service, however, we expect it to contact all passengers who hold reservations for flights that will be suspended, to inform them of the suspension and the availability of other service at Salina, and to assist them in arranging alternate transportation.
