United Air Lines, Inc. ("United"), pursuant to 49 U.S.C. § 41102 and Subpart Q of the Department's Rules of Practice (14 C.F.R. Pan 302), hereby applies for a certificate of public convenience and necessity authorizing United to provide scheduled foreign air transportation of persons, property and mail between any point or points in the United States, directly and via any intermediate point or points, and any point or points in the countries listed in Appendix A, and beyond to any point or points in third countries. United also requests authority to integrate the services it provides under the certificate with its other authorized services, consistent with all applicable international agreements. United requests that this application be processed under the expedited show-cause procedures of 14 C.F.R. Part 302, Subpart Q.

United requests the addition of the following points to the list of countries included in Appendix A to its application:
United requests leave to file this supplement after the answer date has passed. Northwest Airlines is the only party that filed an answer to United's original application, in which answer Northwest stated that it did not oppose United's application but requested that the Department similarly grant its own soon to be filed application for certificate authority to serve various countries. Any party wishing to answer the supplemental application will have an opportunity to do so. in these circumstances, no party will be prejudiced by allowing United to supplement its application.

By this order, we are granting new certificate authority to serve the U.S.-France market, consistent with the provisions of the January 22, 2002, U.S.-France open-skies aviation agreement. The order also dismisses, as moot, various requests for city-pair specific certificate authority in the U.S.-France market.

United requests the addition of Anguilla, the British Virgin Islands, and Montserrat to the list of countries included in Appendix A to its application. United is further supplementing its application to include points in the Caribbean governed by the U.S.-U.K. bilateral agreement for which there are no designation or frequency limitations.

United has on file in the above-captioned dockets applications for certificates of public convenience and necessity or for amendments to existing certificates for various countries for which it holds current temporary exemption authority. A list of those countries and the corresponding dockets containing the certificate application and current temporary exemption authority is attached hereto as Exhibit A. United also has on file certificate applications for various countries associated with applications for exemption authority that were never granted for reasons that have never been explained. A list of those countries and the corresponding dockets containing the pending certificate and exemption applications is attached as Exhibit B. As United's applications have been pending before the Department for varying periods of time, some as long as thirteen years, United hereby requests that the Department act immediately on its pending applications for those countries listed in Exhibits A and B in accordance with the procedures set out in the Notice.
