Pursuant to 49 U.S.C. 41102, Alaska Airlines, Inc. ("Alaska") hereby requests an amendment to its certificate of public convenience and necessity for Route 559 (U.S.-Mexico) permitting it to engage in the scheduled foreign air transportation of persons property and mail on the following additional route segments: (i) Seattle-San Jose del Cabo/Puerto Vallarta/Mazatlan; (ii) Los Angeles-La Paz/Zihuatanejo/Manzanillo; (iii) Phoenix-Puerto Vallarta/San Jose del Cabo; and (iv) San Jose-Puerto Vallarta/San Jose del Cabo. Alaska serves each of these routes under existing exemption authority. By this application, Alaska requests that the Department of Transportation (the "Department") convert its exemption authority to certificate authority.  Alaska operates ten U.S.-Mexico route segments under existing exemption authority. These routes are Seattle-San Jose del Cabo/Puerto Vallarta (Docket OST-99-5759); Seattle-Mazatlan (Docket OST-99-6035); Phoenix-Puerto Vallarta/San Jose del Cabo (Docket OST-97-2748); San Jose-Puerto Vallarta/San Jose del Cabo (Docket OST-96-1212); Los Angeles-La Paz (Docket OST-98-3785); Los Angeles-Zihuatanejo (Docket OST-96-1480); and Los Angeles-Manzanillo (Docket OST-99-5759). With the exception of services between Los Angeles and Mexico, all services are operated on a seasonal basis. Service between Los Angeles and La Paz, Zihuatanejo and Manzanillo is operated year-round. Alaska requests that these routes be added to its certificate for Route 559.

On September 28, 1999, Alaska Airlines, Inc. requested amendment of its certificate of public convenience and necessity for Route 559 (U.S.-Mexico) permitting it to engage in the scheduled foreign air transportation of persons property and mail on the following additional route segments: (i) Seattle-San Jose del Cabo/Puerto Vallarta/Mazatlan; (H) Los Angeles-La Paz/Zihuatanejo/Manzanillo; (iii) Phoenix-Puerto Vallarta/San Jose del Cabo; and (iv) San Jose/Puerto Vallarta/San Jose del Cabo. Alaska hereby requests t4 in granting Alaska's application for amendment, the Department of Transportation ("Department') issue this certificate authority for a period of five years. Alaska requests further that, in the interest of administrative convenience, Alaska's existing segments on Route 559 be assigned the same expiration date as the new segments identified herein.

Application for Renewal and Amendment of Certificate of Public Convenience

Hereby requests renewal and amendment of its Certificate of Public Convenience and Necessity for Route 559 permitting Alaska to continue to engage in scheduled foreign air transportation of persons, property and mail on the United States-Mexico routes identified in Exhibit A to this application. Alaska's certificate for Route 559 was last renewed, amended and reissued for a five-year term on May 30, 2000, by Order 2000-5-31.

Alaska does not request renewal of its certificate authority to serve Los Angeles‑La Paz, San Jose‑Puerto Vallarta, Phoenix‑Puerto Vallarta or Phoenix‑San Jose del Cabo.

Re: Will Not Renew Seasonal Market Services

In accordance with Condition 10 of Alaska Airlines, Inc. 's Certificate of Public Convenience and Necessity for Route 559 (San Francisco-Mazatlan, Docket OST-1999-6276), and Condition 7 of Appendix A of Order 1988-10-2 applicable to Alaska's exemptions to serve San Francisco-Zihuatanejo/lxtapa (Docket OST-2003-16713) and San Francisco-Cancun (Docket OST-2006-25077), Alaska hereby notifies the Department of Transportation that Alaska will not resume seasonal service in these markets. Alaska has no objection to cancellation of its designations to serve San Francisco-Mazatlan, San Francisco-Zihuatanejo/Ixtapa, and San Francisco-Cancun.

Alaska hereby withdraws its pending applications for renewal of its exemptions in Dockets OST-2003-16713 and OST-2006-25077. Alaska also withdraws its pending request for renewal of its Certificate of Public Convenience and Necessity for Route 559 in Docket OST-1999-6276, but only to the extent its request seeks renewal of its authority to serve San Francisco-Mazatlan.

Alaska's certificate for Route 559 contains authority to serve a number of U.S.-Mexico routes. Alaska withdraws only its request for renewal of its certificate authority to serve San Francisco-Mazatlan.
