The twelve weekly round trip flights operated between Mattoon and Chicago's O'Hare International Airport by Great Lakes Aviation, Ltd. under the United Express marketing identity cannot effectively compete against the significantly greater number of flights to a variety of connecting hubs offered at other nearby airports such as Springfield and Champaign/Urbana. Great Lakes Aviation is hampered in its efforts to improve its schedule offering between Mattoon and Chicago because of the high density rule limiting access at O'Hare International airport and the unavailability of slots or slot exemptions.

Order 99-11-11 (1) prohibits Great Lakes Aviation, Ltd., d/b/a United Express (Great Lakes), for suspending essential air service at Mattoon/Charleston (Mattoon), Illinois, at the end of its 90-day notice period, and requires it to maintain air service for an additional 30 days, through January 21, 2000; and (2) requests proposals from interested carriers to provide replacement service at the community, either with or without subsidy.
