Service at Decatur was reinstated in October, 1998 as an experiment to determine if service could be provided free of subsidy. The company had previously ended its United Express service between Decatur and Chicago O'Hare in May, 1997. The U.S. Department of Transportation had determined that Decatur was not eligible for federal subsidy. The limited flight schedule being offered between Decatur and Chicago-O'Hare International Airport by Great Lakes Aviation under the United Express marketing identity cannot effectively compete against the significantly greater number of flights to a variety of connecting hubs at other nearby airports such as Springfield and Champaign/Urbana.

At the time of Ninety day notice filing by Great Lakes Aviation, LTD., Great Lakes had already announced its intent to remove the mid-morning Chicago flight from the Decatur Chicago schedule. That flight has been off the schedule since approximately September 15, 1999, and is anticipated to be restored by about October 31, 1999, In reality the number of enplanements being totaled became a "non-issue' with that announcement. Decatur Airport's enplanement numbers for the Chicago service show a total for July at 541, and a total for August at 477. This service restarted at the end of October 1998, with 88 enplanements in the 4 days of that month's service. Total service months at just over 10 full months, prior to mid morning flight deletion and pullout announcements.

For too long now, "guarantees" of levels of service have been anything but. Neither consumers nor travel agents can have much confidence that DOT's obligation to hold at least the designated level of service in the market will mean anything when it counts. As a result, at the slightest sign of possible difficulty, they largely abandon the market, making the task of rebuilding it far more daunting. For example, when Great Lakes restarted its service from Decatur to O'Hare in October 1998, after an interruption, the community invested considerable resources to promote and support their service and restore confidence in it. The Decatur Park District funded and operated its own "Fly Decatur" program, with various advertisements and promotions supporting the air service provided at Decatur. Major businesses in the Decatur area made their own extra efforts to support the service. By the summer of this year, passenger volumes had climbed to an average of over 500 passengers per month. Then, in September, Great Lakes made a series of sometimes contradictory announcements: it would cut back from three flights to two, then it wouldn't, it would pull out entirely and soon, then it would merely file notice to pull out later. For all Decatur's work, consumer and travel agent confidence plummeted. In October, Decatur had only 252 passengers to O'Hare. The reality is that people book flights in advance; they book them in conjunction with important travel commitments and other reservations; and they have to have a high degree of confidence in the small community's air service to make it part of their travel plans.
