American Airlines, Inc., under 49 USC 41102, hereby applies for amendment to its certificate of public convenience and necessity for Route 560 (U.S.-Mexico) to engage in foreign air transportation of persons, property, and mail on the following route segments:

American operates the three Chicago routes on a seasonal basis. However, in the interest of obtaining maximum operating flexibility to operate year-round service in the future, American's certificate authority for these three routes should not be restricted to seasonal service.

In administering federal law, the Department has an obligation to ensure the integrity of its proceedings. The Department cannot permit a carrier that makes misleading comments to be rewarded with additional routes. The Department should demand that American reject and refute statements that DFW is falling apart before it awards American with any form of new route authority at that hub. If American maintains the position that DFW is going to be destroyed, the Department should deny American's request for certificate authority from DFW to Mexico and any destination. To ignore American's flagrant disregard for veracity in these proceedings would call into question the integrity of this and other proceedings.

Application for Renewal and Amendment of Certificate

American Airlines, Inc., under 49 USC 41101 and 14 CFR Part. 377, hereby applies for renewal of its certificate for Route 560, authorizing scheduled foreign air transportation of persons, property, and mail over the following U.S.-Mexico route segments;

Chicago-Acapulco
Chicago-San Jose del Cabo
Dallas/Ft. Worth-Cancun
Dallas/Ft. Worth-Guadalajara
Dallas/Ft. Worth-Leon
Dallas/Ft. Worth-Puerto Vallarta
Dallas/Ft. Worth-San Jose del Cabo
Miami-Cancun
Miami-Mexico City/Toluca

American further applies for amendment of its certificate for Route 560 so as to include the following additional U.S.-Mexico route segments for which American currently holds either separate certificate authority on Route 794 or exemption authority under 49 USC 40109:

New York (JFK) -Cancun
St. Louis-Cancun
Boston-Cancun
Chicago-Cancun
Chicago-Puerto Vallarta
Dallas/Ft. Worth-Cozumel
Dallas/Ft. Worth- Ixtapa/Zihuatanejo

American's current certificate for Route 560 was issued by Order 2000-5-31, May 30, 2000, for a five-year term. In filing this application, American invokes the automatic extension provisions of the Administrative Procedure Act, 5 USC 558(c), as implemented by 14 CFR Part 377. Route 560 would expire on May 30, 2005 absent this renewal application, which is timely under 14 CFR 377.10(c) (1) since it is filed more than 180 days in advance of the expiration date.
