By this exemption request, BWIA seeks authority to engage in scheduled
foreign air transportation of persons, property and mail between Trinidad and Tobago and the co-terminal points Boston, Massachusetts and Washington, D.C. via intermediate points in Antigua, Barbados, Grenada, St. Kitts and St. Lucia. BWIA further seeks authority to co-terminalize Boston and Washington with its existing U.S. gateways, so as to permit BWIA to serve multiple U.S. gateways on a single flight. For example, BWIA may find it more efficient to operate between Boston and Port of Spain via Washington or Miami or between Washington and Port of Spain via Miami so it could combine Caribbean traffic flows. Of, course, BWIA would not transport U.S. domestic traffic on such flights. BWIA intends to institute the Washington service this Fall and plans to operate four round trips per week with B-737 aircraft, having 12 first class seats and 118 economy seats. BWIA plans to start Boston service at a subsequent date. BWIA initially plans to operate one Trinidad and Tobago-Washington round trip on Wednesdays and Saturdays serving Barbados as an intermediate point; the second round trip would operate on Thursdays and Sundays serving Antigua as an intermediate point. By Notice of Action Taken, dated August 18, 1999, the Department granted BWIA an exemption to conduct scheduled foreign air transportation of persons, property and mail between Trinidad and Tobago and the co-terminal points of Boston and Washington via intermediate points in Antigua, Barbados, Grenada, St. Kitts and St, Lucia. The Department also authorized BWIA to co-terminalize Boston and Washington with its existing U.S. terminal points.
BWIA currently is the only airline offering round trip single-plane service between Washington and Antigua/Barbados/Port of, Spain. OAG, July 15, 2000 Consequently, BWIA's service has generated substantial benefits for Washington-Caribbean travelers, increased trade between the two nations, and enhanced competition in the U.S. -Caribbean market.
