Continental asks the Department to renew segments 1, 2, 4, 5, 6, 7, 8, 9 and 10 of Continental’s Route 561 and to amend Continental’s Route 561 to permit Continental to provide scheduled air transportation of persons, property and mail between the U.S.-Mexico city-pairs currently operated by Continental under exemption authority. Continental also asks for authority to integrate its amended Route 561 certificate authority with its existing certificate and exemption authority and asks that the authority become effective immediately for a five-year period.

Continental amends its June 21, 1999, application in this docket to request that the following additional segments, for which Continental holds exemption authority granted by Notice of Action Taken, June 4, 1999, in Docket OST-97-2657, be incorporated into Continental’s Route 561:
Continental will serve the routes listed in segments a-d by placing its designator code on Northwest flights and serve the routes listed in segments e-g by placing its designator code on Alaska flights. To the extent that Alaska and Northwest operate U.S.-Mexico service on a seasonal basis, Continental asks the Department to waive the 90-day dormancy condition applicable to those routes in Continental’s certificate.
Continental also withdraws its request that the Department restore its Route 561 Segment 2 San Diego-Mexico City/Toluca certificate authority since Continental has discontinued its San Diego-Mexico City flights.

Application for Renewal and Amendment of Certificate Authority
Continental's certificate for Route 561 was originally issued by Order 92-5-20 and was most recently renewed by Order 2000-5-31. The authority on Route 561 expires on May 30, 2005, and Continental invokes the automatic extension provisions of 5 U.S.C. § 558(c), as implemented by Part 377 of the Department's Special Regulations, to continue this authority in effect pending the Department's action on this application.
Continental also asks the Department to amend Continental's Route 561 to incorporate the following additional seasonal authority:

Continental amends its application, pursuant to 49 U.S.C. § 41102 and Subpart B of the Department's Rules of Practice, for renewal and amendment of its Route 561 U.S.-Mexico certificate authority to seek authority pursuant to the Department's August 23, 2005 notice on streamlining regulatory procedures to provide scheduled air transportation of persons, property and mail between Houston and Mazatlan and between points in the United States and points within Mexico beyond the Continental and ExpressJet authorized Mexican gateway points for transborder services for purposes of blind-sector codesharing services offered between the Mexican gateway points and other points within Mexico on flights operated by Aeromexico as well as authority to integrate this authority with Continental's existing certificate and exemption authority.
