TWA proposes to operate code share service between the U.S. and Kuwait, Abu Dhabi, Dhubai, and Muscat by placing its code on flights operated by Kuwait Airways. TWA's service from its New York hub will create online connecting opportunities for the numerous domestic points served by TWA from JFK Airport. TWA wild also provide the only U.S. flag direct service between Chicago and Kuwait, and expedited connecting service between Chicago and Abu Dhabi, Dubai, and Muscat. Because the flights will be operated by Kuwait Airways under its existing authority.

Scheduled foreign air transportation of persons, property and mail between Chicago, Illinois, on the one hand, and Kuwait City, Kuwait; Abu Dhabi and Dubai, United Arab Emirates; and Muscat, Oman, on the other hand. Trans World intends to operate this service under a code-share arrangement with Kuwait Airways. Trans World also request authority to integrate this authority with its certificate authority on Route 147.
Statement of Authorization under 14 CFR Part 212 for Trans World to:
Display Kuwait Airways' "KU" designator code on flights operated by Trans World between New York, on the one hand, and Los Angeles, St. Louis, San Francisco and Washington, DC, on the other hand, and between St. Louis and Chicago for the carriage of Kuwait Airways' international traffic between Kuwait and the United States.
Statement of Authorization under 14 CFR Part 212 for Kuwait Airways to:
Display Trans World's "TW" designator code on flights operated by Kuwait Airways (a) between New York and Chicago, on the one hand, and Kuwait City, on the other hand, and (b) between Kuwait City, on the one hand, and Abu Dhabi, Dubai and Muscat, on the other hand, for the carriage of Trans World's U.S.-United Arab Emirates/Oman traffic.

Kuwait Airways seeks to code-share on non-stop flights operated by TWA between Kuwait Airways' gateways at Orlando and New York. In this application, Kuwait Airways seeks, by exemption, economic operating authority between the points identified above to enable it to code-share with TWA.

Notice Extending Comment Period
Notice extending comment period of the notice of proposed rulemaking that proposes to readopt and amend its existing rules governing airline computer reservations systems (CRSs) and to clarify the requirements of its Statements of General Policy on travel agency disclosure of any agency service fees. The Department is now extending the due date for reply comments on this notice of proposed rulemaking to June 9, 2003, from the curent date of May 15, 2003.
