AccessAir, Inc., respectfully urges the Department to grant, on an urgent basis, exemptions from the High Density Rule sufficient to permit it to conduct one daily round-trip between Des Moines, Iowa, and LaGuardia Airport via either Peoria, Illinois, or Moline/Quad Cities International Airport, Illinois, with effect from April 4, 1999.

The more than 770,000 people served by the Quad City International Airport have benefitted greatly by the startup operations of AccessAir and having access to the New York market. AccessAir, Inc. requires these two exemptions on an emergency basis in order to continue this service. The Quad Cities is an underserved market and has exhibited a demons/ratable need for this route. Consequently, the Airport Authority supports wholeheartedly AccessAir, Inc. 's Application for Emergency Exemptions.

Instead of withdrawing its application in the instant docket, however, AccessAir chooses to amend it. AccessAir will shortly take delivery of a third aircraft and proposes to operate a new Colorado Springs (COS)/Des Moines (DSM) - Peoria (PIA) - New York (LGA) service, scheduled to commence on June 9. 1 Two additional slots at LaGuardia will be required to accommodate this important new service. Accordingly, pursuant to 14 C.F.R. §302.18, AccessAir hereby applies to amend its pending application in keeping with this new itinerary. AccessAir also moves for expedited treatment of its amended application.
