The new authority Air Guadeloupe requests in this application would permit it to operate new service involving additional French Caribbean points. Air Guadeloupe proposes to operate three new, weekly round-trips, using ATR-42-500 aircraft (with seating for 48 passengers), on the following routing: Fort-de-France - Pointe-a-Pitre - Esperance (St. Martin) - San Juan - Port-au-Prince and return. Air Guadeloupe currently operates under exemption authority, encompassing many of these points, that recently was renewed in Docket OST-96-1125 by a Notice of Action Taken dated January 25, 1999.

Air Caraibes, a flag carrier of France, is headquartered on the French Caribbean island of Guadeloupe. It has operated scheduled services to and from San Juan, Puerto Rico for several years with ATR (Avions de Transport Regional) and Dornier turboprop aircraft, and this service has been well-received by the traveling public. Air Caraibes also operates Embraer regional jets on a wet-lease basis for Air France on certain services to and from Miami. Air Caraibes continues to hold French authority to serve the markets included in the above-captioned exemption.

Application for Renewal of Exemption Authority
Air Caralbes, a flag carrier of France, is headquartered on the French Caribbean island of Guadeloupe. In the U. S. it currently operates Embraer regional jets on a wet-lease basis for certain Air France services to and from Miami. In the past it also has operated Dornier and ATR turboprop aircraft on U.S.-Caribbean scheduled services, and it continues to operate such aircraft within the Caribbean. Air Caraibes continues to hold French authority to conduct the charter services described in the portion of the above-captioned exemption for which it seeks renewal.
This exemption authorizes Air CaraIbes, among other things, to engage in charter foreign air transportation of persons, property, and mail pursuant to 14 C.F.R. Part 212. (The Notice also granted Air Caralbes scheduled authority between Fort-de-France, Martinique, Pointe-a-Pitre, Guadeloupe, Grand-Case (St. Martin), and St. Barthelemy, on the one hand, and San Juan, Puerto Rico, on the other, and beyond San Juan to Santo Domingo, Dominican Republic and Port-au-Prince, Haiti; the carrier is pp requesting renewal of that authority).

This exemption authorizes Air Caraibes to conduct charter foreign air transportation of persons, property and mail between France and the United States and other charters pursuant to 14 C.F.R. Part 212. Air Caraibes, a flag carrier of France, is headquartered on the French Caribbean island of Guadeloupe. It currently operates between a number of Caribbean islands, Brazil, and Paris. Air Caraibes continues to hold French authority to conduct worldwide charter services.
