On September 1, 1998, Iberia inaugurated a daily nonstop roundtrip service between Chicago and Madrid using Stage 3 Airbus A-340-300 aircraft. Until then, there had been no nonstop or through-plane service between Chicago and Madrid. With a daily arrival at 1405 and eastbound departure at 1655, Iberia's flights are conveniently timed to meet connecting flights in both directions. Iberia obtained the slots it is using at O'Hare for the current: winter season by exemption pursuant to 49 U.S.C. 41714 (b)(1). See Order 98-10-12. By this application, Iberia requests a like exemption for the 1999 summer season to enable it to continue providing its valuable nonstop through-plane service between Chicago and Madrid. Arrivals and departures for the 1999 summer season will be at the same times as the present ones, i.e., 1405 and 1655, respectively. Iberia thus will need one arrival and one departure slot at the times indicated.

For several reasons, Chicago strongly urges the Department to grant expeditiously the slot exemptions requested in these eight applications for the purpose of initiating or continuing air service at OHare. First, grant of these exemptions is in the public interest, providing both inter- and intra-gateway competition, while benefiting the traveling and shipping public. Chicago conservatively estimates the collective economic benefit of this international air service to be over $964 million for the Chicago region in terms of increased jobs, trade, and tourism. Second, unlike the only occasion in which the Department turned down a foreign air carrier application for a slot exemption at OHare, each of the carriers in the instant proceedings except Czech Airlines filed a timely request for slots with the FAA. And, in the case of Czech Airlines, it filed a late application with the FAA only because it was unable to finalize plans to obtain the necessary equipment to serve the flight.

We will grant Mexicana an exemption to enable it to perform one daily Mexico City-Chicago scheduled flight arrival and one daily departure at O'Hare during the 1999 summer season; and we will grant Iberia an exemption to enable it to perform one daily Madrid-Chicago scheduled flight arrival and one daily departure at O'Hare during the 1999 summer season. We find that grant of these exemptions is consistent with the public interest.
