By this exemption request, Aeromexico seeks authority to engage in scheduled foreign air transportation of persons, property and mail between Monterrey, Mexico, and Laredo, Texas. The service initially will consist of one daily round trip, operated with Metro III aircraft, under a wet lease arrangement with Aerolitoral, S.A. de C.V., an affiliate of Aeromexico. Contemporaneously herewith, Aerolitoral is filing an application for a Statement of Authorization for the wet lease operations. Laredo currently receives no single-plane service to Monterrey, Mexico. Consequently, Aeromexico's proposed service will provide significant benefits for U.S.-Mexico passengers, and is pro-competitive. In addition, U.S. travelers will have access to numerous other Aeromexico destinations in Mexico via the Monterrey gateway.

By this exemption request, Aeromexico seeks renewal of its exemption authority to engage in scheduled foreign air transportation of persons, property and mail between Monterrey, Mexico, and Laredo, Texas. Although Aeromexico has not instituted nonstop service in the market, it desires to retain the exemption authority so it can provide such service when market conditions warrant. In addition, when service is instituted, Aeromexico plans operate with Metro III or similar aircraft, under a wet lease arrangement with Aerolitoral, S.A. de C.V., an affiliate of Aeromexico. Contemporaneously herewith, Aerolitoral is filing an application seeking renewal of its Statement of Authorization to conduct such wet lease operations.
