This application is fully consistent with Department precedent and other multi-country applications filed by other carriers. The Department has previously granted this type of broad all-cargo authority to two U.S. cargo carriers. This application is also comparable to those filed by Florida West, Evergreen, Fine Air, Gemini, FedEx and UPS, among many others, requesting to further expand their international authority to facilitate additional worldwide air cargo operations.
American International Airways, Inc. respectfully requests that the Department of Transportation grant it the certificate authority as requested herein, as well as such additional or other relief as the Department may deem appropriate.

To date, Kitty Hawk has not filed an application to resume operations, nor do we have any other information that would lead us to conclude that it plans to resume operations. Under these circumstances, will revoke, without prejudice, Kitty Hawks'foreign certificate for reason of dormancy.
