Northwest seeks authority so it can provide scheduled foreign air transportation of persons, property and mail on all Continental flights between Newark and Houston, on the one hand, and Antigua, Antigua and Barbuda, on the other hand. Northwest intends to commence the proposed code-sharing with Continental as soon as possible, and Northwest asks that the Department grant Northwest exemption authority on an expedited basis to enable Northwest to seek foreign authority and engage in advance sales and marketing activities.

Northwest intends to place its code on all Continental flights between Newark, on the one hand, and Nassau, the Bahamas; Bermuda; Santo Domingo, Dominican Republic; and St. Maarten, Netherlands Antilles. Northwest holds the requisite authority authorizing service between points in the U.S. and the Bahamas and St. Maarten, Netherlands Antilles between Newark and Bermuda and between Newark and Santo Domingo, Dominican Republic.

The exemption services are operated either by Northwest, or its codeshare partners Delta, Continental or ExpressJet. Northwest requests renewal of these exemptions for a period of at least two years.
