Continental Micronesia operates three weekly roundtrip frequencies between Guam and Naha and is providing an important service to Guam and the traveling and shipping public. This route is important to Continental Micronesia's Asian services, and renewal of Continental Micronesia's authority is consistent with U.S. policy, the applicable bilateral aviation agreements and the public convenience and necessity within the meaning of 49 U.S.C. § 41102.

Application for Renewal

Applies, pursuant to 49 U.S.C. § 41102 and Subpart B of the Department's Rules of Practice, to renew its Route 171 Segment 7 authority to provide scheduled foreign air transportation of persons, property and mail between Guam and Saipan, Commonwealth of the Northern Mariana Islands, on the one hand, and Naha, Japan, on the other hand. Continental Micronesia also requests renewal of the right to combine this authority with its authority in other markets to the extent permitted by applicable bilateral agreements and asks that this application be processed by expedited non-oral hearing procedures pursuant to Subpart B of the Department's Rules of Practice.

Although Continental Micronesia is not currently operating Guam/Saipan‑Naha Rights, Continental Micronesia hopes to reinstitute such flights when market conditions improve. Guam‑Naha service has been an important component of Continental Micronesia's overall Asian services in the past, and renewal of Continental Micronesia's authority is consistent with U.S. policy, the applicable bilateral aviation agreement and the public convenience and necessity within the meaning of 49 U.S.C. § 41102.
