Since Open Skies with Canada began in 1995, Air Canada has had more impact than any other airline in expanding and improving transborder travel opportunities for U.S. and Canadian travelers. However, Air Canada has been absolutely unable to meet increasing public demand for its services at O'Hare. While Air Canada will continue its relentless efforts to secure additional slots at O'Hare through normal buy-sell procedures, Air Canada urgently requests relief from the Department so that it may maintain its existing service pattern. If this application were denied, Air Canada would have to cancel two daily flights to key Canadian markets (i.e., Montreal and Ottawa). Given the importance of these routes, it is clear that reducing frequencies in these markets will harm passengers on both sides of the border. The requested slots will allow Air Canada to maintain its highly successful service between O'Hare and Montreal and Ottawa, as well as to develop further service to other points in Canada and beyond. No other carrier can provide such significant pro-consumer benefits.

As it should, the Department traditionally has granted foreign air carriers slot applications in an expeditious manner. Such service is among the highest and best uses of O'Hare's available capacity, and brings in significant jobs, trade, and tourism. In 1998 alone, the Department has granted similar exemption requests to Lufthansa and Iberia for the summer 1998 season, and to SAS and Iberia for the winter 1998/99 season. In so doing, the Department recognizes its bilateral obligations, and demonstrates the tangible benefits of its liberalization and open skies efforts.
