Pan Airlines Cargo Ltd. (Exemption, Scheduled All-Cargo, Colombia-Miami/New York)

Pan seeks to provide scheduled all-cargo service between Miami, Florida and New York, New York, on the one hand, and points in Colombia, on the other hand, utilizing aircraft wet-leased from an authorized U.S. or foreign air carrier. Pan requests that any exemption granted by the Department pursuant to this application remain in effect for a period of at least one year. Pan intends to commence scheduled service immediately upon the Department's approval of this application. Pan will wet lease aircraft from authorized carriers for all operations to the United States.
Filing was not accompanied with a Permit Application.

Pan clearly has neither the aircraft nor the infrastructure necessary to operatethese scheduled flights on its own. Rather, Pan has indicated that it will wet lease aircraft from World Airways, Inc. (World). Not only will the aircraft be wet leased, but it appears that World (since Pan has no operational infrastructure) will actually run these scheduled flights. Although World has filed an application for a Statement of Authorization under Section 212.10 of theDepartment's regulations to perform Pan's services, World will, in effect, become a scheduled U.S. carrier in the limited designation market of U.S.-Colombia scheduled all-cargo services without having even filed an application for such scheduled authority, much less having received TAMPA also calls the Department's attention to the fact that Pan's Colombian operating license is being challenged at the Colombian Civil Aviation Director's office.
