Application for a Certificate of Public Convenience and Necessity

By this application, Atlas requests certificate authority to provide scheduled foreign air transportation of property and mail between the United States and the countries identified in Exhibit 1. Atlas asks the Department to grant this broad all-cargo authority to Atlas so that it may quickly respond to new market opportunities and may avoid the needless paperwork burdens that would be associated with filing a plethora of single-country applications to obtain the same breadth of authority sought in this application.
