By this order, we are (1) reissuing the interstate scheduled passenger certificates held by American Airlines, Inc. (American) and Executive Airlines, Inc. d/b/a American Eagle (Executive) under 49 U.S.C. 41102 to reflect the new standard "Love Field condition" and the current format for such certificates, (2) affirming our action in Order 98-4-24 reissuing American Eagle's certificate with this revised provision, and (3) amending the interstate scheduled certificates issued to other air carriers to reflect this new language.

AirTran Airways, Inc., holds a certificate authorizing it to engage in interstate scheduled air transportation of persons, property, and mail. By Order 98-7-6, served July 8, 1998, the Department amended and reissued the. interstate scheduled passenger certificates of the air carriers listed in Attachment A to that order to reflect changes in the types of operations that could be conducted to Dallas' Love Field and to reflect the current format for such certificates. Order 98-7-6 noted that the certificates of certain other carriers that were then undergoing continuing fitness reviews would be amended and reissued when those reviews were completed. AirTran Airways is one of the carriers that was undergoing an informal fitness review at the time Order 98-7-6 was issued. That review was completed with no information received that would lead us to conclude that the carrier was not fit to hold its certificate. As an administrative matter, we are now reissuing AirTran Airways' certificate to reflect the "Love Field condition" and format currently used for other carriers holding similar authority.

AirTran Airways, Inc., holds a certificate authorizing it to engage in interstate scheduled air transportation of persons, property, and mail. Order 2002-3-25 revoking the interstate certificate issued by Order 98-7-6 to Reeve Aleutian Airways, Inc. It has now been over one year since Reeve ceased all air carrier operations. To date, the carrier has not filed an application to resume operations, nor do we have any other information that would lead us to conclude that it plans to resume operations any time soon. Under these circumstances, we will revoke, without prejudice, Reeve's certificate for reason of dormancy.

Order Revoking Certificate Authority
The FAA advised us that Express One had reported to that agency that it had been unable to raise sufficient capital to complete its certification as a FAR Part 121 air carrier, that the carrier had decided to postpone seeking needed FAA operating authority, and that the FAA was canceling Express One’s certificate application. By letter dated March 24, 2004, the Department advised Express One that, in light of these circumstances, we planned to move forward with revoking the carrier’s DOT certificates pursuant to section 204.7. Therefore, we will revoke the interstate and foreign certificate authority held by Express One. By this order, however, we will revoke only Express One’s interstate certificate. Revocation of the carrier’s foreign certificate authority is subject to Presidential review under 49 U.S.C. 41307 and will be handled in a separate order.
Express One holds a certificate authorizing it to engage in interstate scheduled air transportation of persons, property, and mail; it also holds a certificate for Route 650 which authorizes the carrier to provide foreign scheduled air transportation of persons, property, and mail between points in the U.S., on the one hand, and Jamaica and Grand Cayman, on the other.

By this order, we are revoking the company’s companion foreign scheduled passenger certificate authority for reason of dormancy. Instead of repeating our findings and conclusions in Order 2004-4-16, we incorporate them here by reference.

On July 29, 2004, we advised Midway that nine months had elapsed since its authority had been suspended and we had heard nothing from the company regarding its intention to resume operations. We further reminded the carrier that its certificate would be revoked if the Department had not received notification of its intentions to resume operations on or before October 30, 2004. This date has passed and the Department has heard nothing from the carrier as to its intent to resume operations.

Allegheny Airlines, Inc. d/b/a US Airways Express, a wholly owned subsidiary of US Airways Group, Inc., holds certificates of public convenience and necessity to engage in interstate and foreign scheduled air transportation of persons, property, and mail.
By letter dated August 3, 2004, US Airways, Inc. informed the Department that, on July 1, 2004, Allegheny merged with Piedmont Airlines, Inc. d/b/a US Airways Express. In that letter, US Airways also noted that Allegheny had surrendered its Operations Specifications to the Federal Aviation Administration on July 27, 2004, and that the carrier’s interstate and foreign certificates would be surrendered to the Department for cancellation.
In light of the above, we will cancel the interstate and foreign certificate authority held by Allegheny.

By letter dated August 10, 2005, Cape Snwthe notified the Department of Transportation's Office of Aviation Analysis that it intended to surrender its Certificate of Public Convenience and Necessity "for permanent revocation.
In light of the above, we will cancel the interstate certificate authority held by Cape Smythe.

Order Revoking Certificate Authority
By Order 1998-7-6, issued July 8, 1998, we reissued to Olson a certificate under 49 U.S.C. 41102 to engage in interstate scheduled air transportation of persons, property, and mail. The air carrier operated under its certificate until February 20, 2005, when it ceased all flights.
Section 204.7 of our rules states that an air carrier that ceases the operations for which it was found fit shall not resume operations without first having its fitness redetermined by the Department. Further, if the air carrier has not filed an application to have its fitness redetermined within one year of the date of cessation, its authority will be revoked for dormancy.
By letter dated March 11, 2005, the Department advised Olson that, pursuant to section 204.7 of the Department’s Aviation Economic Regulations, its authority was suspended and it could not resume air transportation operations until the Department had redetermined its fitness to do so. We further stated that if Olson did not resume operations by February 20, 2006, its authority would be revoked for dormancy. It has now been more than one year since Olson ceased operations and we have not received an application from Olson to have its fitness redetermined.
Under these circumstances and in accordance with section 204.7 of our rules, we find it appropriate to revoke Olson's certificate authority. This action is without prejudice to the company’s filing for new certificate authority in the future.
