FedEx asks for issuance of a new certificate of public convenience and necessity authorizing Federal Express to provide scheduled foreign air transportation of property and mail between points in the United States, on the one hand, and points in the forty-eight (48) foreign countries listed herein, on the other hand. The purpose of this application is to expand the existing all-cargo certificate authority held by Federal Express to encompass authority to serve various other countries which place no limits on U.S.-flag all-cargo service designations, either pursuant to air transport service agreements with the United States or inaccordance with principles of comity and reciprocity.

Granting the requested authority will also conserve the Department's resources by avoiding the need for individual applications for specific countries. Emery Air supports the applications of UPS and Federal Express as long as Emery Air receives comparable expanded authority.

There are several public interest reasons why the Department should grant favorable treatment to such requests for multi-country, all-cargo certificate authority. Northwest generally supports the applications of Federal Express, Gemini, Emery, and Fine for broad all-cargo certificate authority, and Northwest plans to file its own application for similar authority in the near future. Since these applications will involve many of the same countries and the carriers generally seek to expand their all-cargo route authority to the extent possible, the Department should treat all of the applications consistently, should confer the same broad all-cargo authority on each carrier, and should grant the applications simultaneously.

The Department should grant on an expedited basis the new and amended certificates that Gemini, Polar, UPS, FedEx, Emery, and Fine Air, respectively, have requested. Gemini's support for approval of the applications of the other five carriers is subject only to the understanding that the Department will approve Gemini's application as well. As each applicant has stated in its application, granting expanded international scheduled cargo authority for U.S. cargo carriers to serve countries with which the United States has favorable aviation relations will maximize the operating flexibility of each airline and benefit the public by facilitating international commerce.
