Operating capital has been raised to cover the estimated $739,996 in initial pre-start operating expenses, $806,399 in funds required by the Department of Transportation to meeting economic fitness tests, The Company's plan is to provide charter flights to tour operators and sub-service to airlines Initial projections are based on commencing service August 15, 1998 using one McDonnell Douglas DC9-32 airplane. This airplane would fly ongoing charter programs currently marketed by World Technology Systems, LLC. Additionally, service would be provided to Casino Airlink, a tour operator serving Biloxi, Mississippi.

The inconsistencies noted above raise serious questions about the reasonableness of Sun Jet's service proposal and the revenue/expense projections based on that proposal. Perhaps more importantly, these inconsistencies call into question the reliability of the other information provided by the applicant with respect to the remaining aspects of its application. Therefore, it is important that Sun Jet establish the reasonableness of the one-aircraft/1,872 block hour forecast it has submitted. We intend to defer further review or processing of Sun Jet's application until the carrier has resolved this issue to our satisfaction. We ask Sun Jet to file its response (an original and six copies) in Docket OST-98-3957 within 21 days of the date of this letter.

As you know, Sun Jet and other airlines are required to submit periodic traffic and financial reports to the Department. A review of Sun Jet's past filing history indicates that the carrier was often late in filing these reports with the Department. What steps will Mr. Kolfenbach take to make sure that future reports are filed with the Department in a timely manner?

Sun Jet International is requesting and additional three months in its attempt to resume operations. It has been actively working with the FAA in an effort to start flights but has had delays due to the change of Flights Standards District Offices from Orlando to Tampa with the result of new FAA team members. At this time Pilots and Flight Attendants have been trained and need only operating experience to begin flights. Some problems still need to be resolved on the maintenance side and validation flights made to complete the re-certification. Sun Jet International, Inc. plans to complete the FAA process before January 1, 1998 but requests the additional time as a contingency.

Sun Jet anticipates that its initial first-year operations will be very limited, involving the operation of a single 115-seat DC-9-32 aircraft in passenger charter services for public charter operators or sub-service flights for other direct air carriers needing lift. Sun Jet states that it expects that all of its operations will be conducted on an ACMI (aircraft, crew, maintenance. and insurance) basis.

By Order 99-2-13, issued February 12, 1999, the Department found Sun Jet International, Inc., fit to resume its interstate passenger charter air transportation operations. That same order also reissued the carrier's certificate to reflect (1) the addition of the trade name "Southeast Airlines" in the company's operations, and (2) the terms and conditions currently contained in interstate passenger charter certificates.  In submitting its effectiveness documents, Sun Jet requested that the Department waive the six-day waiting period and make its authority effective immediately. In this regard, Sun Jet advised us that during the preceding week it had received several requests for its services over the upcoming weekend as a result of an on-going pilot sick out involving American Airlines. Since our review of the documentation provided by Sun Jet was satisfactory, we orally advised Sun Jet on February 12 that we were making its authority effective on that date. We confirm that action here and reissue the carrier's certificate to reflect this action.
