Application for Amended Certificate of Public Convenience and
Necessity
United Parcel Service Co. ("UPS") hereby requests an amendment to its Certificate of Public Convenience and Necessity for Route 557 so as to authorize it to engage inthe scheduled foreign air transportation of property and mail between any point or points in theUnited States and any point or points in the following countries, in addition to the pointscurrently contained in UPS's Certificate for Route 557: Albania, Armenia, Aruba, Azerbaijan, Belarus, Bosnia, Botswana, Bulgaria, Cote d'Ivoire, Costa Rica, Croatia, Czech Republic,Dominican Republic, El Salvador, Estonia, Ethiopia, Georgia, Ghana, Greece, Guatemala,Honduras, Hungary, Iceland, Jordan, Kuwait, Kyrgyz Republic, Latvia, Lithuania, Macao,Macedonia, Malawi, Malta, Moldova, Namibia, The Netherlands Antilles, Nicaragua, Poland,Peru, Qatar, Slovakia, Slovenia, Tajikistan, Tanzania, Trinidad and Tobago, Turkmenistan,Uganda, Uzbekistan, and Zaire.

Answer of Federal Express Corporation
Federal Express is not opposed to grant of the expanded international all-cargo authority applied for by UPS, provided that the comparable application filed by Federal Express on June 29, 1998 in Docket OST-98-4010 for issuance of a new certificate authorizing Federal Express to serve essentially the same foreign countries is granted concurrently.

Granting the requested authority will also conserve the Department's resources by avoiding the need for individual applications for specific countries. Emery Air supports the applications of UPS and Federal Express as long as Emery Air receives comparable expanded authority.

The Department should grant on an expedited basis the new and amended certificates that Gemini, Polar, UPS, FedEx, Emery, and Fine Air, respectively, have requested. Gemini's support for approval of the applications of the other five carriers is subject only to the understanding that the Department will approve Gemini's application as well. As each applicant has stated in its application, granting expanded international scheduled cargo authority for U.S. cargo carriers to serve countries with which the United States has favorable aviation relations will maximize the operating flexibility of each airline and benefit the public by facilitating international commerce.Editor's Note: Thank you to Counsel for Sending an Electronic Copy
