Cathay Pacific Airways Limited (Exemption, Hong Kong-San Francisco)

By this exemption request, Cathay seeks authority to engage in scheduled foreign air transportation of persons, property and mail between Hong Kong and San Francisco. Cathay proposes initially to provide one daily Hong Kong-San Francisco round-trip with A-340-300 aircraft commencing December 1, 1998. The Hong Kong- San Francisco passenger market currently is served by United Air Lines and Singapore Airlines, so the grant of exemption authority to Cathay will provide competitive service in that market, and will be the first service by a Hong Kong airline. Thus, the proposed services clearly will result in significant service benefits to Hong Kong-U.S. passengers and is pro-competitive.

The authority was granted by Notice of Action Taken, dated June 30, 1998. Cathay currently is providing daily A-340 combination service in the Hong Kong-San Francisco market. The service has provided increased competition in the Hong Kong-U.S. market and has resulted in substantial service benefits for shippers and travelers.

In addition, it offers Airbus A-340-300 daily nonstop service between Hong Kong and San Francisco. Both services have been well-received by the traveling public and Cathay desires to renew the authority for an additional year. Cathay also provides B-747F all-cargo service between Hong Kong, on the one hand, and Chicago and New York , on the other via Anchorage. Both markets are served five times a week and the service has been heavily patronized by both Hong Kong and U.S. shippers. Consequently, Cathay also seeks to renew its all-cargo authority for an additional year.
