Shuttle America plans to provide short-haul, point-to-point air transportation utilizing 50-seat turboprop aircraft, initially serving medium-sized cities and satellite airports of major cities in the Northeast and Mid-Atlantic States. Shuttle America will offer a unique service to cities whose size can not support low-fare jet service. Shuttle America will begin serving four cities in the Northeast whose identities will remain confidential for competitive reasons. Further information regarding the identity of the specific cities to be served will be provided at the Department's request.

By Order 98-8-23, issued August 19, 1998 , we directed all interested persons to show cause why we should not make final our tentative findings and conclusions stated in it and award a certificate of public convenience and necessity to Shuttle America Corporation authorizing it to engage in interstate scheduled air transportation of persons, property, and mail. Interested persons were given 14 calendar days to file objections to the order.

Shuttle America provided an accounting of its pre-operating expenses, paid and unpaid. Taking into consideration Shuttle America's unpaid pre-operating expenses and the funds required to provide a three-month working capital reserve for its proposed operations, Shuttle America needed funds of approximately $8.9 million to meet our financial fitness test.
