Order to Show Cause Proposing Issuance of Certificate Authority
By this order we tentatively find that Shuttle America Corporation is fit, willing, and able to provide interstate scheduled air transportation of persons, property, and mail as a certificated air carrier.

By Order 98-8-23, issued August 19, 1998 , we directed all interested persons to show cause why we should not make final our tentative findings and conclusions stated in it and award a certificate of public convenience and necessity to Shuttle America Corporation authorizing it to engage in interstate scheduled air transportation of persons, property, and mail. Interested persons were given 14 calendar days to file objections to the order.

Shuttle America provided an accounting of its pre-operating expenses, paid and unpaid. Taking into consideration Shuttle America's unpaid pre-operating expenses and the funds required to provide a three-month working capital reserve for its proposed operations, Shuttle America needed funds of approximately $8.9 million to meet our financial fitness test.
