Application for All-Cargo Exemption Authority
In the Memorandum of Understanding attached to the Memorandum of Consultation signed by the U.S. and Italian Govemments on July 3, 1991, it was agreed that the Italian designated airline shall have the right to operate all-cargo service to certain additional points in the U.S., one of which is Atlanta. Alitalia plans to begin all-cargo service between points in Italy and Atlanta on June 19, 1998 using its own B-747-200F aircraft. The initial routing of this service will be Milan-New York-Atlanta-Milan.

Answer of International Associaiton of Machinists and
Aerospace Workers in Opposition
Alitalia has engaged in a continuing campaign to avoid fair wages and working conditions and thereby obtain an unfair competitive advantage over similarly-situated U.S. carriers. Alitalia has worked vigorously for over a decade to eliminate union representation from its U.S. operations.

Reply of Alitalia to Answer of International
Association of Machinists and Aerospace Workers
The IAM opposes the application for the same reasons, having to do with labor concerns, that it has opposed previous applications of Alitalia. Its answer repeats the same claims and arguments on labor issues that the Department has determined to be beyond the scope of foreign air carrier licensing proceedings.
