Northwest seeks to provide foreign air transportation of persons, property, and mail between Minneapolis, Minnesota and Santo Domingo, Dominican Republic; between Minneapolis, Minnesota and Punta Cana, Dominican Republic; and between Detroit, Michigan and Cancun, Mexico. Northwest intends to serve these markets during the winter season. Northwest requests that the exemption be issued for a period of at least two years.
Answers are due by May 27, 1998.

Northwest intends to operate a once weekly service in all three markets covered by this application during the winter season, beginning on or about December 16, 2000 and until on or about April 7, 2001. Northwest will serve the Minneapolis-Santo Domingo and Minneapolis-Punta Cana markets with B757 aircraft configured with 190 seats (14 first class and 176 economy class) from its present fleet or as Northwest shall hereafter acquire. Northwest's Detroit-Cancun flights will be operated with A320 aircraft configured with 150 seats (12 first class and 138 economy class). Northwest does not anticipate any difficulty obtaining fuel for these once a week seasonal operations.

Northwest seeks renewal of an exemption authorizing it to engage in scheduled foreign air transportation of persons, property and mail between Minneapolis/St. Paul, Minnesota and Punta Cana, Dominican Republic. This exemption authority was last granted in Docket OST-98-3844 by Notice of Action Taken dated May 10, 2000, effective through May 10, 2002. By this Application, Northwest requests renewal of its Minneapolis/St. Paul-Punta Cana exemption authority for an additional two-year period. and seeks authority to integrate its Minneapolis/St. Paul-Punta Cana authority with Northwest's existing certificate and exemption authority to the extent bilaterally permitted, and subject to the Department's standard route integration conditions. Northwest will continue to operate a once weekly service during the winter season. Northwest will utilize 148-seat A320 aircraft (configured with 16 first class seats and 132 economy class seats) from its present fleet or as Northwest hereafter shall acquire.
Northwest's exemption granted by Notice of Action Taken dated May 10, 2000 in this Docket included authority to provide service between Minneapolis/St. Paul, Minnesota and Santo Domingo. Dominican Republic as well as authority to provide service between Detroit, Michigan and Cancun, Mexico. Northwest is not renewing herein its Minneapolis/St. Paul-Santo Domingo authority as Northwest's Certificate of Public Convenience and Necessity for Route 86-F includes authority to serve this route. Northwest also is not renewing its Detroit-Cancun authority as that authority was added to Northwest's Route 564 Certificate of Public Convenience and Necessity by Order 2000-5-31.

Northwest's last renewal of exemption authority in this docket included authority to serve the Minneapolis/St. Paul-Santa Domingo market and the Detroit-Cancun market. Northwest states that it is not requesting renewal of this authority here as Northwest has certificate authority to serve the subject markets (Minneapolis/St. Paul-Santa Domingo on Northwest's Route 86-F, Order 86-9-20, and Detroit-Cancun on Northwest's Route 564, Order 2000-5-31).

Application for Renewal of an Exemption
Continue to provide scheduled foreign air transportation of persons, property and mail between Minneapolis/St. Paul, Minnesota and Punta Cana, Dominican Republic, and to integrate such authority with Northwest's existing certificate and exemption authority to the extent bilaterally permitted. Northwest requests an exemption with a two-year effective date. Northwest further requests that the Department waive the advance filing requirement in Section 377.1 0(c)(1) of its Special Regulations and continue the effectiveness of Northwest's exemption pending Departmental action on Northwest's renewal application.
Northwest will continue to operate a once weekly service during the winter season utilizing A320 aircraft from its present fleet or as Northwest hereafter shall acquire.

Application for Renewal of an Exemption
Northwest hereby requests renewal of its exemption from 49 U.S.C. § 41101 authorizing Northwest to provide scheduled foreign air transportation of persons, property and mail between Minneapolis/St. Paul, Minnesota and Punta Cana, Dominican Republic, and to integrate such authority with Northwest’s existing certificate and exemption authority to the extent bilaterally permitted. Northwest requests that its renewed exemption be effective for a two-year period.
Northwest historically has operated Minneapolis/St. Paul-Punta Cana scheduled combination service once a week during the winter season using A320 aircraft.
Northwest does not intend to operate Minneapolis/St. Paul-Punta Cana seasonal service this winter, but seeks renewal of this exemption to enable Northwest to operate the route in the future.
