United seeks to delay Delta's service plans with Air France until the Department awards the limited-entry authority available under the MOC. United erroneously claims that it would somehow be "unfair" to allow Delta and Air France to begin implementing bilaterally-agreed services, while the Department conducts carrier selection proceedings on the limited-entry authority. United's position is inconsistent with Department policy and precedent.
Furthermore, United's position is highly disingenuous in light of the Department's recent actions granting United immediate blanket exemption authority under the new U.S.-Japan aviation agreement, while Delta and other non-incumbents must await the results of the carrier selection proceedings. Now, when the shoe is on the other foot, United claims that it is "unfair' to allow authorized carriers to begin unrestricted services while carrier selection issues are being decided. United's obviously inconsistent and self-serving position should be rejected.

Delta intends to operate this service pursuant to a code-share arrangement with Air France. Delta has requested the authority for an indefinite duration.
