Intends to commence its services with only one wet leased aircraft, a Boeing 727-200. Applicant currently plans to operate a daily service only between Port au Prince and New York (JFK or Newark). However, Applicant would respectfully request that its authority be issued to include both Miami and New York. Applicant anticipates that, if its traffic projections are close to accurate, it will be able to add a second wet leased B-727 to its fleet sometime within the first year. Applicant would therefore appreciate some modest flexibility in the U. S. points to which it may operate, as it would more than likely introduce the second aircraft on the PAP - Miami route.

Exemption from 49 U.S.C. § 41301 to conduct scheduled foreign air transportation of persons, property and mail between Port au Prince, Haiti, and Miami, Florida, and New York, New York (including Newark); and charters in accordance with Part 212 of the Department's rules. The applicant would conduct these services only by wet leasing aircraft from a duly authorized and properly supervised U.S. or foreign air carrier.

Haiti International Airlines has held Department exemption authority since it was initially issued on April 15, 1998. Consistent with that authority, HIA is currently authorized to provide scheduled services, under wet lease arrangements with a duly authorized and properly supervised U. S. or foreign air carrier, of persons, property and mail between Port au Prince, Haiti, on the one hand, and Miami, Florida and New York, New York (including Newark), on the other hand. As that authority is scheduled to expire on April 15, 1999, HIA herewith respectfully requests that such authority be renewed. 

Applicant now anticipates that it should be able to inaugurate scheduled services, in accordance with its authority, and under the terms of a wet lease agreement with a qualified U. S. or foreign carrier, on or around June 1, 1999.

HIA is authorized to provide scheduled foreign air transportation, under wet lease arrangements with a duly authorized and properly supervised U.S. or foreign air carrier, of persons, property and mail between Port au Prince, Haiti, on the one hand, and Miami Florida and New York (including Newark), on the other hand. HIA's authority was most recently reissued in this docket on March 21, 2000, and remains effective until March 21, 2001.

As detailed in its renewal application of March 2, 2000 in this docket, HIA has operated wet leased operations using the aircraft of Lan Chile and other duly authorized carriers.
