Mexicana requests authority from the Department to provide scheduled combination service between Zacatecas, Mexico and Oakland, California. Mexicana expects to commence operations on this route shortly after receiving authority from the Department of Transportation, and plans to conduct its services with B727-200 or A320 aircraft configured to seat 156 passengers.

Answer of The Port of Oakland in Support
Oakland places a high priority on international air service expansion in order to stimulate tourist and business growth, international commerce and development of the Bay Area's economy in general. Oakland encourages development and other infrastructure enhancements, support for programs which make OAK a more welcome place for visitors, and the expansion of overseas promotional activities. OAK also plans to expand its existing facility by adding additional terminal and parking space by the year 2002.

Except as noted, no answers were filed to these requests. Because of the imminence of these operations, we approved them by telephone, subject to adherence, by each applicant, to the conditions set forth in its foreign air carrier permit, and/or conditions attached.
