Applicaiton for an Exemption

Has been providing charter air taxi transportation within Mexico and internationally since 1988. These services have been furnished primarily to a specific group of executives and companies in Mexico. SERVICIOS DE ALQUILER AEREO, S.A. DE C.V. s future operations, including as proposed U.S. service, are likely to be a continuation of this type of operation, i.e. highly personalized service to a select group of executives and companies using business aircraft. SERVICIOS DE ALQUILER AEREO, S.A. DE C.V. estimates that it will operate an average of 25 roundtrips between Mexico and the United States annually with an average load of between 4 and 6 passengers per flight; almost all of this frame will originate in Mexico

The services SERVICIOS DE ALQUILER AEREO proposes to operate are substantially identical to those it performed during the past year, i.e. highly personalized transport services to executives and their invitees using small business-type aircraft SERVICIOS DE ALQUILER AEREO's Mexican authority to engage in transborder passenger charter services remains in full force and effect, as does its U.S. authority pursuant to its FAA Part 129 Operations Specifications.

SERVICIOS DE ALQUILER AEREO hereby applies for renewal of its exemption from 49 U.S.C. 40301 which authorizes SERVlClOS DE ALQUILER AEREO to engage in charter foreign air transportation of persons and their accompanying baggage with small aircraft between the United States and Mexico, and, subject to prior Department approval. between other countries and the United States. SERVICIOS DE ALQUILER AEREO also requests renewal of its relief from the requirement to obtain advance approval for each Mexico-U.S. flight and stopover privileges. The Department granted the above authority to SERVlClOS DE ALQUILER AEREO by Notice of Action Taken dated September 15, 2005. SERVlClOS DE ALQUILER AEREO requests that this authority, which is scheduled to expire on September 15, 2006, be renewed for a period of at least one year.

We note that Taxi Aereo de Veracruz, S.A. de C.V. did not request stopover privileges or relief from the requirement to provide advance notice of each flight, or series of flights, between Mexico and the United States. We have decided to grant the applicant that authority.

Taxi Aereo de Veracruz, S.A. de C.V., Aero Quimmco, S.A. de C.V., Servicios Especiales del Pacifico Jalisco, S.A. de C.V., and Aero Empresa Mexicana, S.A. each requested that their authority be granted for a two-year term. As to the other applicants, we have decided, on our own initiative and in the interest of administrative efficiency, to grant the exemption authority for a two-year term.
