The purpose of this petition is to reduce unnecessary burdens on carriers and on the Department related to the submission and processing of routine renewal applications that in almost all cases are unopposed, yet require a constant stream of applications, service copies, approvals under as signed authority, notices of action taken, and confirming orders.

Delta urges the Department to adopt a policy establishing a presumption that routine authorities, including exemptions, Statements of Authorization, and frequency allocations, will be granted for a period of indefinite duration, unless the Department identifies particular bilateral or competitive concerns that would warrant approval for a lesser period. Those concerns could readily be determined by the Department on a case-by-case basis, eliminating superfluous renewal filings for the vast majority of "garden-variety" economic authorities.
