ATI requests an exemption authorizing it to engage in on-demand charter foreign air transportation of property and mail between a point or points in France and a point or points in the United States of America, via intermediate and beyond points. Such authority will be exercised pursuant to Part 212 of the Department's Economic Regulations. ATI will operate its services with A300-600ST Super Transporter equipment from its existing fleet or aircraft to be acquired in the future.

Application for an Emergency Exemption
Requests an emergency exemption to permit ATI to operate one (1) one-way all-cargo charter flight, transporting outsized cargo consisting of one (1) X-33 VentureStar space shuttle liquid oxygen tank on or about February 9, 1998. ATI will operate this flight using its A300-600ST Super Transporter aircraft.

ATI intends to commence on-demand charter services as soon as the Department grants ATI the requested authority to provide these services. To facilitate rapid approval of ATI's request to operate on-demand charter flights and to be in a position to market and advertise its charter services as soon as possible, ATI is contemporaneously filing an Application for an Exemption authorizing the services that are the subject of this application.
