Application for Emergency Exemption and Statement of Authorization

Under the wet-lease agreement between KLM and Pacific, Pacific will operate with its aircraft and crews a total of two roundtrip flights weekly between Panama City and San Juan via Aruba/Curacao. Flights on Sundays will stop in Curacao (beginning December 7); flights on Wednesdays will stop in Aruba (beginning December 10). Pacific does not intend to transport cargo under its own name between Aruba/Curacao and San Juan. All operations will be conducted with Pacific's B727-100 freighter aircraft, which is registered in Panama and is configured to carry 44,000 pounds of cargo.

Re: Results of Poll

With the exception of Challenge Air Cargo and Amerijet International, there are no comments or objections to immediate approval of all of the requested authority. Challenge and Amerijet have stated that they have no comment or objection to approval of the December 7 and 10 operations. Under these circumstances, Pacific requests that the Department approve immediately the December 7 and 10 operations, and defer until the week of December 8 its decision on the remainder of Pacific's request.
